Senior Project Manager/Engineer - Transportation | York, PA | Full Time

Buchart Horn is seeking an experienced and motivated Senior Project Manager / Civil Engineer to lead complex transportation and infrastructure projects. In this leadership role, you'll oversee technical design, project delivery, and client engagement while guiding a team of engineers and designers. This is an opportunity to drive impactful work that improves communities across the region.

What You’ll Do:

As a Senior Project Manager, you’ll take ownership of the full project lifecycle—from early planning through final design and construction support. You’ll also play a key role in business development, team mentorship, and client relationship management.

  • Manage the delivery of civil engineering projects, including scope, schedule, budget, and quality oversight
  • Lead multi-disciplinary teams and coordinate technical efforts across project phases
  • Develop work plans and monitor project progress to ensure alignment with client expectations and contractual obligations
  • Conduct and oversee QA/QC reviews, ensuring conformance with standards, codes, and specifications
  • Guide internal staff and provide technical mentoring to junior engineers and designers
  • Conduct field reviews and resolve complex construction or coordination challenges
  • Lead proposal development, participate in Go/No-Go decisions, and support pursuit strategies with the Business Development team
  • Maintain strong relationships with existing clients and develop new contacts to expand business opportunities
  • Represent Buchart Horn at professional events, client meetings, and industry conferences
  • Stay current on DOT regulations, design technologies, and civil engineering best practices

What We’re Looking For:

  • Bachelor’s degree in Civil Engineering from an ABET-accredited program
  • Licensed Professional Engineer (PE)
  • Project management experience with LADOT projects strongly preferred
  • Familiarity with LADOT public outreach and environmental processes a plus
  • Strong technical expertise in transportation design and infrastructure development
  • Proficiency with civil design tools; MicroStation experience preferred
  • Excellent communication, organizational, and leadership skills
  • Ability to manage multiple priorities, mentor staff, and work collaboratively across teams
