Position Summary
The Senior Quality Assurance Specialist oversees, reviews, and reports on time-critical tasks across the MassHousing portfolio under both the Section 8 Performance-Based Contract Administrator (PBCA) program and the Agency's loan portfolio. This role ensures strict compliance with PBCA task protocols, HUD requirements, and internal quality assurance standards. The Senior Quality Assurance Specialist monitors workflows, audits documentation, reviews resident complaints, and evaluates management and occupancy reviews (MORs) to ensure timely and compliant execution across a substantial portfolio of developments, HUD contracts, and the Agency's broader loan portfolio. This position reports to the Senior Quality Assurance Manager.

MassHousing operates under a hybrid work model; therefore, employees are expected to work on-site according to a schedule determined in collaboration with their manager and based on the needs of the role. To support effective onboarding, new employees may be required to work in the office more frequently during their first 90 days.
Essential Functions
PBCA Task Oversight and Compliance
- Oversee successful completion of Section 8 PBCA tasks across assigned developments and HUD contracts
- Ensure compliance with strict PBCA task protocols and deadlines
- Collaborate with the Asset Management and Subsidy Administration teams to meet PBCA performance requirements
- Coordinate required data points for the Agency's monthly HUD report and billing
- Monitor resident issues to ensure required actions are completed and accurate in HUD Systems
- Prepare materials and upload critical documentation in response to external audit requests
Quality Assurance Monitoring & Reporting
- Oversee the workflow for the HUD-approved quarterly schedule of MORs
- Ensure MORs are scheduled accurately and that final reports are issued in accordance with HUD requirements
- Audit supporting documentation for MORs and update HUD systems as required
- Audits documentation related to PBCA resident complaints to verify completeness and accuracy
Cross-Department Collaboration & Stakeholder Coordination
- Partners with internal Rental Management staff to identify supporting documentation for PBCA tasks and serve as a resource regarding PBCA timelines, workflow processes, and required steps
- Collaborate with the Senior Quality Assurance Manager to prepare monthly reporting and billing to HUD
- Provide training to Multifamily staff on PBCA requirements and system updates
Security
- Comply with MassHousing's Information Security Program and all other Agency information security policies and procedures
- Take responsibility for any Agency assets assigned to you
- Promptly report any security events, incidents, or weaknesses to MassHousing's Information Security Team
Minimum Qualifications
- Bachelor's degree in finance, Real Estate Management, Business Administration, or related field, or equivalent work experience
- 4+ years of experience in auditing or quality control, specifically within compliance-driven or regulated environments, including performing audits, inspections, and other quality assurance checks
- Demonstrated ability to develop and refine quality assurance procedures and improve workflows or processes to enhance operational efficiency
- Eligibility to work in, and travel freely to and from, the United States without sponsorship
Preferred Qualifications
- Experience in Section 8 administration, multifamily housing management, affordable housing quality assurance, or HUD subsidy programs
- Familiarity with federal and state housing policies, notices, and regulatory requirements

Salary Range: $ 86,572.50 - $112,544.25
