Position Overview:
Sealing Technologies, a Parsons Company, is looking to hire a Senior Purchasing Manager to lead the sourcing, purchasing, and supplier management functions supporting SealingTech product production. In this role, you will develop and execute procurement strategies that ensure the reliable, cost-effective, and timely supply of critical electronic components, hardware, and system subassemblies. Operating in a matrixed environment, you will partner closely with Production, Research & Development, Finance, Contracts, and Quality teams to maintain a resilient supply chain, optimize inventory, and strengthen relationships with key suppliers. You will also provide leadership, coaching, and development to the purchasing team. Success in this role requires a blend of strategic thinking, hands-on execution, market awareness, strong negotiation capability, and the ability to operate effectively in fast-moving, tight-supply environments.


Duties and Responsibilities:

  • Develop and implement procurement strategies aligned with organizational goals and objectives, including strategy, execution, and oversight for major initiatives.
  • Serve as the primary point of contact for programs requiring purchasing support, managing escalations and supporting program delivery teams.
  • Develop, implement, and provide oversight of procurement strategies aligned with organizational goals and objectives.
  • Provide leadership, coaching, and development for purchasing staff, and assist with hiring.
  • Analyze market trends, costs, pricing, and supplier capabilities to identify/ implement cost saving initiatives, including bulk purchasing, and alternative sourcing.
  • Review demand from sales and production forecasts, create forecast models, and negotiate purchasing forecasts/ delivery schedules with suppliers to meet short- and long-term program objectives.
  • Identify, evaluate, and onboard new suppliers, along with assessing their capabilities, quality, and reliability.
  • Build and maintain strong supplier relationships; draft, review, and negotiate contracts covering terms, conditions, pricing, delivery schedules, and quality expectations.
  • Monitor supplier performance and resolve issues related to quality, delivery, or compliance.
  • Administer the bidding process with manufacturers and distributors, including bid specification development with internal departments.
  • Source, select, and procure materials, products, and services in a timely and cost-effective manner.
  • Collaborate with inventory management to optimize inventory controls and levels and reduce excess inventory.
  • Establish and maintain procurement policies, procedures, and guidelines, and ensure purchasing activity complies with company procedures and with DoD regulations, including TAA, FAR/DFARS, Section 889(a)(1)(B), EAR, and SCRM requirements.

Minimum Qualifications:

  • U.S. Citizenship.
  • Bachelor's degree in Supply Chain Management, Business Administration, or a related field.
  • Ability to work a hybrid schedule based at either the Enterprise Modernization Center in Stevensville, MD or SealingTech headquarters in Columbia, MD, with periodic travel to the other site as required.
  • 10+ years of experience in procurement, strategic sourcing, or supply chain management.
  • 5+ years of leadership experience managing purchasing or sourcing teams.
  • Experience maintaining relationships and negotiating pricing with large OEM vendors and associated distributors.
  • Experience in long-term supplier management.
  • Experience in purchasing computer equipment and system subcomponents.
  • Federal and commercial purchasing experience with an understanding of EAR.
  • Demonstrable knowledge of electronic markets (e.g., NAND memory market, processor market, storage market).
  • Expertise in data modeling and forecasting in tight supply chain environments to deliver consistent inventory when needed for production.
  • Strong negotiation, communication, and relationship-building skills.
  • Proficiency in procurement software and tools.
  • Analytical mindset with the ability to make data-driven decisions.
  • Demonstrated commitment to continuous improvement in purchasing processes.
  • Familiarity with relevant regulations and industry best practices.

Preferred Qualifications:

  • Experience purchasing computer hardware, electronic components, and system subassemblies used in server manufacturing.
  • Experience in a technology manufacturing, server integration, or electronics production environment.
  • Strong understanding of supply-chain risk, lifecycle management, and long-lead-time component planning.
  • Professional certification such as CPSM, C.P.M., or APICS CPIM.
