Job description

Project Controls Analyst
Location: Duane Arnold Energy Center, Palo, Iowa
 
We are seeking an experienced Project Controls Analyst to join the Duane Arnold Restart project team. This critical role will lead reporting and compliance initiatives related to prevailing wage requirements and Davis-Bacon Act compliance for applicable Production Tax Credit (PTC) and Department of Energy (DOE) loan programs associated with the restart of the Duane Arnold Energy Center.
 
Key Responsibilities
  • Prevailing Wage Compliance: Ensure all project activities comply with federal, state, and local prevailing wage requirements
  • Davis-Bacon Act Administration: Lead compliance efforts with Davis-Bacon Act provisions, including wage determinations, certified payroll reviews, and compliance monitoring
  • Third Party Consultant Management: Oversee and manage third-party accounting consultants responsible for Prevailing Wage Act (PWA) and Davis-Bacon Act compliance oversight, including performance monitoring, deliverable reviews, and coordination of compliance activities
  • DOE Loan Compliance: Coordinate compliance activities related to Department of Energy loan requirements and reporting obligations
  • Documentation Management: Maintain comprehensive documentation of all wage compliance activities, audits, and corrective actions
  • Stakeholder Coordination: Work closely with contractors, subcontractors, third-party consultants, and internal teams to ensure compliance understanding and implementation
  • Audit Support: Prepare for and support compliance audits from federal agencies and other regulatory bodies
  • Risk Assessment: Identify and mitigate compliance risks related to wage and labor requirements
Required Qualifications
  • Bachelor's degree in Finance, Accounting, Business Administration, or related field
  • Minimum 5 years of experience in project controls, compliance, or related field
  • Strong knowledge of Davis-Bacon Act requirements and prevailing wage regulations
  • Experience managing third-party consultants and service providers
  • Experience with federal tax credit programs (PTC preferred)
  • Proficiency in project management software and reporting tools
  • Excellent analytical and problem-solving skills
  • Strong written and verbal communication abilities
  • Detail-oriented with exceptional organizational skills
Preferred Qualifications
  • Experience with nuclear power plant projects or utility industry
  • Knowledge of DOE loan programs and requirements
  • Certified Project Controls Professional (PSP) or similar certification
  • Experience with large-scale infrastructure restart projects
  • Familiarity with federal contractor compliance requirements
  • Previous experience overseeing accounting or compliance consulting relationships
