Job description

Universal Technical Resource Services, Inc. (UTRS) is currently seeking a Senior Program Analyst to join our team! At UTRS, we enjoy the benefits of working in a collaborative environment of close-knit team members. We are looking for someone who will support our mission to consistently deliver creative, high-quality, technology-based services to our customers on time and within budget.

This position is a Senior Program Analyst. This position is in Arlington, VA.


What will you be doing?

Duties include:

  • The Senior Program Analyst leads the planning, execution, and evaluation of complex organizational initiatives, acting as a high-level expert in data-driven decision-making. They analyze performance metrics, mitigate risks, manage budget processes, and develop policies to improve efficiency.
  • Key duties include mentoring staff, interfacing with senior leadership, and delivering executive-level briefings.


What skills will the ideal candidate have to be successful?


This position will require the following skillsets and experience:

  • U.S. citizenship.
  • Active (or the ability to obtain and maintain a) Top Secret security clearance.
  • Education: Bachelor's or higher Degree in public administration, business, social science, or a related field.
  • Experience: At least 15 years of Federal, state, or private sector work experience focused on policy, analysis, program management, and research, with demonstrated ability to work under minimal supervision on high-stakes projects. Prefer experience with the National Guard and related experience in Mission Assurance Programs.
  • Technical Skills & Knowledge: Strong ability to work independently, troubleshoot under pressure, and act as a liaison between DoD, state, and local agencies. Proficiency with ETMS2 and Microsoft Office Suite.
  • Communication: Excellent written and verbal communication skills
