Job description

Location: Shaw Air Force Base, South Carolina (USARCENT)

Start Date: October 1, 2026

Contractor will serve as the senior Liaison Officer to the ASCC for Army Materiel Command (AMC), representing the command on all facets of the programs and policies. Designated Liaison Officer promotes coordination, synchronization, and cooperation between Army Materiel Command (AMC) and the Army Service Component Command (ASCC) in which they are embedded. Army Service Component Commands exercise mission command under the authority and direction of the Combatant Commands to whom they are assigned and in accordance with the policies and procedures established by the Department of Defense. ASCCs exercise administrative control (ADCON) responsibilities for Army forces assigned to the theater within their area of responsibility (AOR). Army Materiel Command (AMC) delivers, integrates, and synchronizes sustainment capabilities from the Strategic Support Area (SSA) to the tactical point of need in support of ASCCs. Liaison Officers ensure AMC support to ASCCs by synchronizing and integrating AMC's core competencies ISO Combatant Command (CCMD) requirements.

The Army Materiel Command Liaison Officer plans for and performs analysis and facilitates coordination of issues that are of interest to the Army Materiel Command, ASCC, and HQDA. Work includes enabling senior leader relationships and communications to facilitate mission execution, synchronization, management policies, processes, and procedures; identification of causes or reasons for organizational misunderstanding of Army Materiel Command programs and policies that support Army objectives; and initiation of actions that will resolve problems, garner support, and enhance awareness of Army Materiel Command's contribution to the ASCC.

Serve as the AMC trusted agent and conduit to ASCC to facilitate open lines of communication vital to the support of Army requirements. Keeps AMC Leadership / Staff informed of events in ASCC, concentrating on those issues affecting AMC. Individuals work on-going issues and respond to requests for information, carrying out daily coordination, and arranging and preparing for engagements. Assists in coordinating visits of Army Materiel Command staff to ASCC, advising Leadership / Staff on areas of interest or targets of opportunity. Ensures full understanding by Army Materiel Command staff of areas of interest and works with staff to ensure plans and itineraries provide for appropriate meetings, briefings, and site visits, and provides advice in preparation of materials and briefings.

Reports to the AMC G3 Operations and Readiness Directorate and participates in updates, battle rhythm events, and other AMC key meetings as directed. Maintains contact with all key personnel on the ASCC staff, as well as key staff members in Army Materiel Command. Represents Army Materiel Command in various meetings with ASCC staff. Communicates the Command's positions on various issues and provides feedback to command on reactions of the agencies concerned. Establishes and maintains a close personal working relationship with the offices of key personnel at the ASCC to facilitate Army Materiel Command access.

Represent Army Materiel Command in all types of interaction involving significant and potential controversial issues. Keeps the Army Materiel Command leadership / staff informed concerning the mission, operations, and sustainment shortfalls. Keeps Army Materiel Command leadership/staff apprised through briefings and weekly written report (Information Paper or Executive Summary) to AMC G3 Operations and Readiness Directorate.

Directs taskers, inquiries, reports, requests for data or assistance, and other communications to appropriate organizations or personnel to ensure timely and accurate response. Prepares a variety of correspondence, reports, position papers, fact sheets, and letters. Gains clear understanding of the issue, performs complete research, and formulates official responses to written and telephonic requests. Cites and discusses regulations, and directives and their application to specific issues to assist in the formulation of official responses and provides advice and guidance on preparation of responses to ASCC inquiries. Exercises tact, discretion, and judgment concerning inquiries/replies received from or conveyed to other agencies. Advises and assists with assembly and/or development of background data and documentation; researches and evaluates program policies; and provision of technical interpretations and opinions whenever required or pertinent to complex and regulatory issues.

Provides interpretation of policies, procedures and practices related to AMC contingency planning to the ASCC staff. Informs AMC leaders on status of CCMD / ASCC war plan development. Tracks actions of interest to the ASCC staff; attends meetings as necessary; and report on them to the Army Materiel Command Leadership / Staff.

Individual must demonstrate significant employee judgment, resourcefulness, initiative, and innovation in this position.

Clearance: Minimum Top Secret Clearance Requirement (TS/SCI)

All contractors performing under this contract must be a U.S. citizen. Contractors must meet eligibility requirements for a U.S. government security clearance commensurate to the level of clearance of the task (TS/SCI). Contractors must obtain and maintain their eligibility for access to classified information throughout the contract. Note: Access to SCI information is authorized.

Experience/Education: The ideal candidate will have a MA/MS in the related field with fifteen years' experience. MA/MS can be substituted for 25+ related military experience
