Program Summary
KBR's Exploration & Logistics division delivers full life cycle professional and technical solutions that improve operational readiness and drive innovation. Our solutions help ensure mission success on land, air, sea, space and cyberspace for the Department of Defense, intelligence community, NASA, and other federal agencies. KBR's areas of expertise include engineering, logistics, operations, science, program management, mission IT and cybersecurity.
Job Summary
KBR is seeking a highly motivated Sr. Subcontracts Administrator to oversee and perform a full range of subcontract administration activities associated with subcontracting work. This includes qualifying suppliers, issuing requests for proposals, evaluating proposals, and maintaining subcontract files in accordance with established procedures. The successful candidate will be responsible for managing subcontracting work as assigned on multiple projects and ensuring the seamless integration of subcontract work within the broader program including cost, schedule, technical, and quality management.
Under broad direction, the Sr. Subcontracts Administrator will be accountable for managing the delivery of Subcontracts objectives of the assigned Projects/Programs.
Roles and Responsibilities
  • Drive all aspects of major subcontract execution including cost, schedule, technical, and quality performance, ensuring full integration of subcontract work within the program (e.g., proposals, negotiations, contract execution).
  • Serve as the primary point of contact between the subcontractor and project management team, remaining accountable to Subcontracts and Supply Chain leadership.
  • Oversee the entire procurement cycle, coordinating between KBR's technical team and suppliers across various functional teams.
  • Address critical, time-sensitive, and complex issues including proposal evaluations, contract documentation, and modifications for contract changes.
  • Assist in developing subcontract specifications, work statements, and terms and conditions for specialized materials, equipment, and services.
  • Lead key supplier negotiations regarding cost, terms and conditions, and long-term agreements.
  • Control costs, manage cost avoidance, and perform price analysis as required.
  • Develop supplier sourcing strategies and metrics (scorecards) for all commodity products.
  • Measure, manage, and improve vendor delivery performance.
  • Research market trends to maintain a world-class procurement environment.
  • Conduct ad-hoc analysis as requested by upper management and corporate supply chain leadership.
  • Implement initiatives to improve efficiency and sustain KPIs.
  • Implement GR/IR strategies to promote timely payment to suppliers.
  • Provide procurement support to business development team for proposal efforts.

Basic Qualifications
  • Education: Bachelor's degree required; Master's degree a plus.
  • Experience: 10+ years of experience in procurement and subcontract management.
  • Minimum 6 - 8 years of subcontracts management experience negotiating Master Service Agreements and complex Subcontract Agreements.
  • Proven experience in establishing scope of work and writing technical or non-technical documentation including strong understanding of Specifications, Statements of Work, Contracts/Subcontracts, and Supplier Deliverables.
  • Experience supporting all subcontract types (IDIQ, Cost Reimbursable, Fixed Price, etc.), negotiations, terms and conditions, incentive arrangements, and order placement.
  • Experience supporting business development, proposals and new pursuits is highly desirable.
  • Strong working knowledge of FAR (Federal Acquisition Regulation) and DFAR (Defense Federal Acquisition Regulation Supplement).
  • Significant experience working with and/or leading audits with DCMA, including CPSR Audits, is highly preferred.
  • Strong background with Cost and Price Analysis is a plus.
  • Strong negotiation skills.
  • Proven experience managing complex Subcontract Agreements and Master Service Agreements.
  • Excellent English communication skills, both written, verbal, and presentation to effectively communicate business cases to all levels of peers, suppliers, and management.
  • Ability to communicate effectively at all organizational levels including with international teams and suppliers.
  • Strong project management, negotiation, and conflict resolution skills.
  • Attention to detail and the ability to solve complex problems with excellent organizational skills.
  • Background Check Required.

Preferred Qualifications
  • Experience in US Government and Commercial contracts is desirable.
  • Experience providing proposals support is highly desirable.
  • Proficiency in developing and tracking internal metrics.
  • Desire to work in a collaborative environment as a part of a diverse team.
  • Strong ability to implement GR/IR strategies to promote on-time payment to suppliers.
  • In-depth understanding of global procurement processes and supply chain management.
  • Ability to drive initiatives to improve efficiency and sustain KPIs.
