Job description

Senior Permit Specialist - WSDOT, Puget Sound Energy, Bellevue, WA.

Job Description

The Senior Permit Specialist is responsible for the timely completion, status tracking, customer billing, invoice processing and payment, restoration tracking, completion and closeout of jurisdiction‑specific right of way and street use permits. The Senior Permit Specialist creates and maintains associated tools, builds reports and performs research, and provides recommendations to improve process and procedures. This role works with PSE’s project management organization, PSE’s service providers, and customers to collect necessary information and communicates permitting scheduling and project requirements. This role will be based out of Puget Sound Energy's headquarters in Bellevue, however, there is flexibility in this position to work from other Puget Sound Energy locations.

The Senior Permit Specialist upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities, as well as promotes and supports a culture of total safety.

Additionally, the person in this role demonstrates a commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. The Senior Permit Specialist ensures duties are performed in accordance with all regulatory compliance obligations.

Job Responsibilities
  • Completes municipal permit requests on projects requiring a higher permitting complexity and provides permit technical expertise to the PMO organization.
  • Reviews, validates, maintains and records information into databases, spreadsheets and tools for tracking permit requests, project status and invoicing.
  • Creates custom reports on project status, invoicing information, permits, etc.
  • Acts as the municipal jurisdiction point of contact on permitting issues including any conflict resolution.
  • Interfaces with the customer to obtain project specific information, and to relay permit approval timelines in order to manage the customer’s expectations.
  • Provides oversight, training and support to Permit Specialists.
  • Performs other duties as assigned.
Minimum Qualifications
  • High school degree or equivalent.
  • 5+ years of permitting or related construction experience or equivalent combination of education and experience.
  • Proven capability in using and maintaining databases, spreadsheets and/or enterprise resource planning software.
  • Ability to read and interpret blue prints, maps and one‑line diagrams.
  • Excellent written and oral communication skills including ability to handle complex conflicts in a professional and respectful manner.
  • Ability to lead and coordinate departmental process improvement projects and recommend changes to procedures and methods.
  • Demonstrated ability to exercise judgment in analyzing and identifying solutions to permitting issues of diverse scope.
  • Knowledge of energy distribution systems.
  • Proficient with Microsoft Office including Outlook, Excel and Word.
Desired Qualifications
  • Associates degree or relevant technical certification.
  • Experience with SAP.
  • Demonstrated contributions to successful process improvements.

The pay range for this position is $74,000.00 – $111,900.00, and this position is eligible for annual goals based incentive bonuses.
