MATRIX is supporting one of our Power & Utility clients in the search for a highly experienced Senior Outage Management Consultant. This role will focus on 2 Coal Fired Generating Stations (4 units each) 2,350 MW and 1,130 MW respectively. Emphasis will be on improving outage planning, execution discipline, and forced outage readiness.
We are specifically seeking candidates who understand the operational, maintenance, and execution complexities associated with fossil generation environments. This consultant will help develop and implement outage management standards, improve outage execution discipline, strengthen forced outage readiness, and support large-scale outage planning and coordination efforts across multiple generating stations.
Duration: 6 months to 1 year contract
Location: Mainly at corporate office located in Moncks Corner, SC. Will travel between Cross Station located in Pineville, SC and Winyah Station located in Georgetown, SC.
Pay: $104.67 - $112.48 per hour

Essential Functions & Responsibilities:
- Outage Program Development
- Lead the development of a standardized outage management framework across the coal fleet
- Establish processes, tools, and governance for outage planning, execution, and closeout
- Drive consistency and best practices between Cross and Winyah stations
- Pre-Outage Planning & Milestones
- Develop a comprehensive pre-outage milestone plan, including:
- Critical path definition
- Milestone tracking and ownership
- Risk identification and mitigation planning
- Implement metrics, reporting, and dashboards to monitor outage readiness and performance
- Outage Scoping & Scope Control
- Build and implement a robust outage scoping process, including:
- Work identification, prioritization, and cross-functional alignment
- Establish and enforce a formal scope freeze process
- Define change management protocols for post-freeze scope additions
- Supplemental Labor Strategy
- Develop strategies for supplemental workforce planning and management, including:
- Contractor sourcing, onboarding, and qualification
- Workforce optimization and productivity tracking
- Cost control and performance management
- Forced Outage Readiness
- Develop processes for forced outage scoping and rapid response readiness, including:
- Pre-defined work packages and contingency planning
- Resource mobilization strategies
- Incorporation of lessons learned into future outages
- Execution Support
- Provide onsite support and leadership during outages as needed to:
- Reinforce safety expectations
- Support schedule adherence and issue resolution
- Coordinate across operations, maintenance, engineering, and contractors
Required Experience
- 7+ years supporting outages within power generation environments
- Experience serving as an Outage Manager, Outage Superintendent, Maintenance Leader, or Turnaround/Shutdown Leader
- Proven ability to support the development and implementation of a fleet outage management program
- Strong understanding of coal-fired generation operations, contractor oversight, and workforce coordination
- Experience with outage scheduling, critical path management, and outage governance
- Strong leadership and stakeholder alignment skills
Preferred Background
- Experience within coal-fired plants
- Background in operations, maintenance, or engineering within thermal generation
- Primavera P6 or equivalent scheduling experience
- Experience developing outage KPIs and reporting dashboards
