Job description

Job Description Summary The Senior Network Engineer's role is to ensure the stability and integrity of in-house voice, data, video, and wireless network services. This is achieved by planning, designing, and developing local area networks (LANs) and wide area networks (WANs) across the organization. In addition, the Senior Network Engineer will participate with the installation, monitoring, maintenance, support, and optimization of all network hardware, software, and communication links.

This individual will also analyze and resolve network hardware and software problems in a timely and accurate fashion and provide end user training where required. We are seeking an experienced and highly capable Senior Network Engineer with strong technical expertise in designing, supporting, and optimizing enterprise LAN, WAN, wireless, and voice networks. The ideal candidate will demonstrate advanced troubleshooting skills, a proactive approach to problem-solving, and the ability to ensure stability, security, and scalability across a diverse network environment.

The ideal candidate will excel in managing switches, routers, wireless infrastructure, firewalls, VPNs, and network monitoring systems. Experience with network performance tuning, documentation, automation using scripts/tools, and vendor coordination will be essential. This individual's depth of knowledge and operational discipline will directly support high availability, reliability, and continuous improvement of the City's network services.

Other duties and responsibilities will be performed as assigned. Strategy & Planning Collaborate with executive management and department leaders to assess near- and long-term network capacity needs. Create and maintain documentation as it relates to network configuration, network mapping, processes, and service records.

Develop, implement and maintain policies, procedures, and associated training plans for network administration, usage, and disaster recovery. Provide mentorship and technical guidance to junior team members, fostering skill development and promoting best practices in systems engineering and operational management. Acquisition & Deployment Design and deploy company LANs, WANs, and wireless networks, including servers, routers, hubs, switches, UPSs, and other hardware.

Conduct research on network products, services, protocols, and standards to remain abreast of developments in the networking industry. Oversee new and existing equipment, hardware, and software upgrades. Interact and negotiate with vendors, outsourcers, and contractors to secure network products and services.

Operational Management Configure networks to ensure their smooth and reliable operation for fulfilling business objectives and processes. Monitor network performance and troubleshoot problem areas as needed. Oversee installation, configuration, maintenance, and troubleshooting of end user workstation hardware, software, and peripheral devices.

Ensure network connectivity of all servers, workstations, telephony equipment, fax machines, and other network appliances. Manage servers, including database, e-mail, print, and backup servers and their associated operating systems and software. Practice network asset management, including maintenance of network component inventory and related documentation and technical specifications information.

Monitor and test network performance and provide network performance statistics and reports. Participate in managing all network security solutions. Perform server and security audits, and system backups and recovery.

Manage and/or provide guidance to junior members of the team. Requirements Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Experience: Minimum of six years of experience in a related field. Certifications and Other Requirements: Valid Driver's License. Ability to meet the criminal background regulations mandated by the FBI CJIS Security Policy.

Must possess two certifications from the following organizations (or similar): Microsoft; Cisco; VMware; Comp TIA; Commvault; ISC2; GIAC; etc. Reading: Work requires the ability to read technical manuals, troubleshooting guides, detailed diagrams, installation and configuration guides. Math: Work requires the ability to perform general match calculations such as addition, subtraction, multiplication, division, and evaluate statistical information.

Writing: Work requires the ability to write memos, instruction documents, maintenance and troubleshooting documents, spreadsheets, and forms. Managerial: Complex - Work requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work. Budget Responsibility: Moderate - Oversees budget preparation of a program budget.

Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for city-wide budget expenditures. Policy/Decision Making: Substantial - Supports the preparation of budget documents; may do research to justify data used in documents for a unit or division of a department. May recommend budget allocations.

Often compiles data and/or enters or oversees data entry. May have responsibility for monitoring budget expenditures (typically non-discretionary expenditures). Technical Skills: Comprehensive Application - Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs, solutions for highly complex issues, and/or processes organization-wide.

Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Interpersonal/Human Relations Skills: Moderate - Interactions at this level usually impact the implementation of policies. Contacts may involve interpretation of how policies are implemented and may require discussion and the support of controversial positions or the negotiation of sensitive issues or important presentations.

During interactions on policy implementation, contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. 12 Month Objectives Within 30 days:Orientation & Relationship Building Familiarize with the organization's network environment, including LAN/WAN architecture, wireless infrastructure, voice/telephony systems, and connected systems. Meet with Infrastructure, Security, Application, and Field Operations stakeholders to understand network dependencies, performance expectations, and recurring issues.

Review existing network documentation, policies, operational workflows to identify gaps and areas needing standardization. Embrace Goodyear Core Values and align with division Understand Goodyear's Core Values and evaluate how the Network Engineering function demonstrates Integrity, Empathy, Optimism, Adaptability, Initiative, and Innovation. Within 60 days: Evaluate Current Network Tool Sets Assess monitoring, alerting, and performance-tracking tools to ensure they are being fully leveraged.

Identify opportunities to enhance visibility into LAN/WAN/WLAN performance, capacity, and security posture. Determine if additional tools would improve operations, automation, or resiliency. Benchmarking and Gap Analysis Evaluate current network performance, resiliency, and security against industry standards and organizational needs.

Become familiar with the city's update and patch cycle for network equipment. Within 12 Months: Network Topology & Dependency Mapping Identify mapping and discovery tools to document application and system dependencies. Ensure diagrams align with configuration standards, DR plans, and troubleshooting processes.

LAN/WAN/Wireless Modernization & Capacity Planning Recommend and participate in modernization initiatives such as switch refreshes, wireless redesign, WAN upgrades, and resiliency improvements. Network Security, Audits, and Compliance Reinforcement Participate in managing firewalls, VPNs, segmentation, and security platforms. Perform network security audits, firewall reviews, and ensure compliance with privacy and cybersecurity requirements.

Operational Excellence & Team Support Improve monitoring standards, configuration practices, and documentation. Provide guidance and knowledge sharing to junior team members.
