Matrix New World Engineering (Matrix) is seeking a Senior Environmental Planner to support and lead environmental review efforts in our New York City office. This role is intended for a senior professional with 10+ years of experience leading CEQR analyses, including preparation of Environmental Assessments (EASs) and Environmental Impact Statements (EISs), for complex public and private development and infrastructure projects in New York City, with a demonstrated ability to develop client relationships, contribute to business development efforts, and lead multidisciplinary teams in the successful delivery of complex CEQR projects.

The ideal candidate will have demonstrated deep expertise in the application of the CEQR Technical Manual and a proven ability to lead defensible CEQR analyses through the full review process, including scoping, agency coordination, technical review, and preparation of findings. Experience navigating NYC agency technical review processes and ensuring consistency between CEQR analyses and permitting and implementation requirements is essential.

Salary range starts at 130k to 180k based on experience. 

Key Responsiblities

Project Delivery & Technical Leadership

  • Serve as Project Manager and/or Technical Lead for CEQR projects, overseeing preparation of EASs, EISs, Technical Memoranda, and CEQR documentation
  • Apply the CEQR Technical Manual to conduct impact analyses across technical areas (e.g., land use, socioeconomic conditions, transportation, natural resources, air quality, noise, and infrastructure)
  • Lead CEQR process execution, including scoping, methodology development, impact assessment, alternatives analysis, and mitigation identification
  • Coordinate preparation of CEQR Technical Chapters and ensure consistency across analyses and supporting studies
  • Manage multidisciplinary teams and integrate technical inputs into cohesive, internally consistent and defensible environmental review documents
  • Coordinate with NYC lead and involved agencies (e.g., DEP, DCP, EDC) to advance projects through CEQR milestones and approvals
  • Provide QA/QC oversight to ensure technical accuracy, adherence to CEQR Technical Manual methodologies, and document consistency
  • Identify regulatory and permitting constraints early and ensure alignment between CEQR analyses, project design, and downstream approval
 

Client & Team Support

  • Serve as a primary client interface on CEQR process, schedule, and technical issues
  • Mentor and support junior staff in CEQR methodologies, impact assessment, and document preparation
  • Contribute to proposal development and technical approach, as needed
Minimum Qualifications
  • 10+ years of experience leading CEQR analyses for projects in New York City
  • Demonstrated expertise in applying the CEQR Technical Manual, conducting and coordinating impact analyses, and preparing CEQR Technical Chapters across multiple disciplines.
  • Proven experience managing EASs, EISs, and preparing CEQR Technical Chapters
  • Experience advancing projects through CEQR review, public review, and findings
  • Strong understanding of NYC agency roles, review processes, and coordination requirements
  • Experience managing multidisciplinary teams and delivering projects on schedule and within budget
  • Working knowledge of SEQRA and NEPA, particularly where coordinated with CEQR
  • Bachelor's or Master's degree in environmental planning, environmental science, urban planning, or related field
  • Strong technical writing, analytical, and communication skills
Preferred Qualifications
  • Experience supporting ULURP actions, waterfront projects, infrastructure programs, or resiliency initiatives
  • Familiarity with agency technical review expectations and comment response processes
  • Prior experience in a senior project management or technical leadership role
