The Opportunity

The Senior IS Project Controls professional provides expert financial governance, forecasting, and reporting support across one or more IS project portfolios.

This role is accountable for portfolio-level financial reporting, cost control, project controls planning, and change management, ensuring projects are delivered in compliance with corporate governance and IS Project Controls standards.

The role acts as a trusted advisor to Delivery Managers, Portfolio Leads, and Project Managers, and contributes to the continuous improvement of project controls tools, processes, and training materials across the IS PMO.

What you'll do

  • Hold primary accountability for portfolio-level financial reporting across assigned project(s)/portfolio(s)

  • Prepare and maintain monthly portfolio summary reports, scorecards, and target-to-forecast reporting packages

  • Lead forecasting cycles (e.g., 7&5, 8&4) and monitor variances between forecast, budget, and actuals

  • Support annual budgeting, planning, and capital/expense classification in alignment with Accounting and IS capitalization guidelines

  • Develop, implement, and maintain Project Controls Plans (PCPs) for assigned portfolios, defining roles, responsibilities, and control processes

  • Ensure consistent application of the IS Project Controls Guidebook and standardized methodologies across the project lifecycle

  • Support governance reviews, SOX compliance activities, and continuous monitoring requirements

  • Champion continuous improvement of project controls procedures, templates, and training/work-aid materials

  • Manage project budgets, estimates, commitments, and incurred cost tracking

  • Track and report quarterly Capital Commitment Reports as required by Corporate Finance

  • Review vendor and supply chain commitments to ensure accurate cost capture and reporting

  • Support development and maintenance of Work Breakdown Structures (WBS) and integrated project schedules

  • Monitor planning and scheduling performance, flagging risks to timeline or scope

  • Track project phase progression and close-out activities in accordance with governance requirements

  • Administer the Project Change Order (PCO) and IS Budget Management of Change (IS MOC) processes

  • Assess financial and schedule impacts of proposed changes and ensure proper documentation and approval

  • Maintain audit-ready records of all approved changes to project baselines

  • Act as a key point of contact for project controls inquiries from Delivery Managers, Portfolio Leads, and Project Managers

  • Provide coaching and guidance on project controls best practices, forecasting, and governance alignment

  • Collaborate with Finance, Supply Chain, and PMO Governance teams to ensure integrated reporting and compliance

  • Represent Project Controls in Community of Practice (CoP) sessions, workshops, and knowledge-sharing forums

Minimum Qualifications

  • Bachelor's degree in Business, Finance, Accounting, Engineering, Information Technology, or a related discipline

  • 6+ years of experience in project controls, project finance, PMO, or portfolio management, ideally within a technology or IT environment

Preferred Qualification

  • 10+ years of experience in project controls, project finance, PMO, or portfolio management, ideally within a technology or IT environment

  • Demonstrated experience developing project controls plans, financial forecasts, and governance reporting

  • Experience supporting compliance programs (e.g., SOX) and audit activities is an asset

  • Strong financial acumen with expertise in budgeting, forecasting, and cost control

  • Solid understanding of project scheduling, WBS development, and change management processes

  • Advanced proficiency in Excel, PowerPoint, and Power BI; SAP or similar ERP experience preferred

  • Excellent communication skills, with the ability to translate financial data into clear, executive-ready insights

  • Strong stakeholder management, coaching, and cross-functional collaboration skills

  • High attention to detail with a continuous improvement mindset
