SCOPE OF WORK

Welcome.US is seeking an experienced, resultsโ€‘driven Digital Marketing Contractor (Individual or Independent Consultancy) to execute, optimize, and manage key digital marketing deliverables during the ASAPโ€“December 2026 period. The core objective of this engagement is to optimize, manage, and scale Welcome.USโ€™s core engagement channelsโ€”with a primary focus on email marketing execution, paid media campaign management, performance analytics, and marketing technology operationsโ€”to drive supporter growth, engagement, and campaign mobilization.

Operating as an independent contractor, the selected provider will exercise professional judgment and technical oversight over execution workflows to achieve defined campaign

  1. Email Marketing Execution & Lifecycle Journey Management
    • Campaign Production & Deployment: Build, test, schedule, and launch multiโ€‘channel email campaigns, newsletters, and automated lifecycle user journeys within Salesforce Marketing Cloud Account Engagement (Pardot).
    • Technical QA & Deliverability: Oversee endโ€‘toโ€‘end email production workflows, including rigorous quality assurance (QA), deliverability monitoring, sender reputation management, and list hygiene compliance.
    • A/B Testing & Personalization: Formulate and execute structured testing roadmaps (testing subject lines, copy, send timing, dynamic content, and segmentations) to optimize open rates, clickโ€‘through rates, and downstream conversion.
    • Paid Campaign Setup & Optimization: Plan, launch, and optimize digital ad campaigns across platforms (e.g., Meta Ads Manager, Google Ads, YouTube, and programmatic ad networks).
    • Targeting & Asset Coordination: Define and continuously refine audience targeting strategies and bidding structures; specify creative asset requirements to meet campaign objectives.
    • Budget & Agency Oversight: Manage ad spend pacing, campaign budgets, and target performance metrics; serve as the technical liaison to external paid media agencies.
  2. Performance Marketing, Analytics & Dashboarding
    • Analytics & Reporting: Monitor, track, and synthesize multiโ€‘channel performance data (email and paid media) against baseline project KPIs.
    • Insights & Dashboard Maintenance: Maintain realโ€‘time performance dashboards and deliver qualitative insights and actionable optimization recommendations to leadership.
    • Platform Administration: Technical setup, configuration, and dayโ€‘toโ€‘day functional maintenance of email platforms (ESP) and ad management tools.

  • Digital Marketing Experience: 4โ€“7+ years of professional experience executing digital marketing, performance marketing, or growth campaigns.
  • Technical Platform Expertise: Advanced handsโ€‘on proficiency with Salesforce Marketing Cloud Account Engagement (formerly Pardot), major paid media platforms (Meta, Google Ads), and CRM integrations.
  • Data & Campaign Execution Skills: Demonstrated ability to independently run $A/B testing programs, track complex multiโ€‘channel analytics, and optimize digital ad budgets to hit key metrics.
Preferred Qualifications
  • For nonโ€‘profit, missionโ€‘driven, nonโ€‘partisan, or social impact organizations.
  • Journey & Workflow Mapping: Proficiency with visual journey mapping software (e.g., Mural) for user flow blueprinting.
  • External Vendor Management: Proven track record of successfully coordinating deliverables with external creative teams and agency partners.
ENGAGEMENT STRUCTURE AND COMPENSATION
  • Compensation Structure: Proposed hourly rate ($75โ€“$100/hour commensurate with experience) or monthly retainer structure based on specific milestone deliverables.
  • Estimated Time Commitment: 30-40 hours per week over a 4-5-month contract term (ASAP start through January 31, 2027).
  • Independent Contractor Notice: The contractor will operate as an independent business entity, maintaining full control over the specific time, place, and operational methods used to deliver results. The contractor is responsible for supplying all required computing hardware, software tools, workspace, and operational resources.
  • Deliverables & Communication Cadence: Project benchmarks, review cadences, and deliverable schedules will be mutually established to align with campaign milestones and organizational goals.
