Job Description

Overview:

The Senior Development Manager is responsible for leading real estate development projects from early feasibility and entitlements through design, construction, and project completion. This role provides strategic and operational leadership across a portfolio of master planned residential communities, ensuring projects are delivered in alignment with approved business plans, schedules, budgets, and quality standards.

The position requires strong expertise in Calgary-area municipal processes, development economics, consultant and contractor management, and multi-functional leadership. The Senior Development Manager works closely with internal teams, consultants, municipal authorities, and external partners to advance development-ready projects while managing risk and enhancing long-term value.

Key Responsibilities

  • Lead the full development lifecycle from acquisition support and feasibility through planning, design, construction, and project turnover.

  • Oversee multiple projects concurrently, ensuring alignment with corporate objectives, approved scopes, and financial targets.

  • Act as project sponsor for major developments, providing decision-making authority and strategic direction.

  • Lead land use planning, rezoning, subdivision, development permit, and building permit processes with the City of Calgary and other authorities having jurisdiction.

  • Manage relationships with municipal staff, approval authorities, and community stakeholders to advance approvals efficiently and responsibly.

  • Coordinate and integrate planning, engineering, servicing, and design requirements into development schedules and budgets.

  • Prepare and manage development budgets, pro formas, cash flows, and financial forecasts for management and investment approval.

  • Monitor project financial performance, approve expenditures, and mitigate cost and schedule risks.

  • Support land acquisition due diligence and feasibility analysis, including market, servicing, and entitlement risk assessments.

  • Retain, direct, and manage multidisciplinary consultant teams including planners, engineers, landscape architects, and other specialists.

  • Oversee contractor selection, contract administration, and construction delivery in coordination with construction management teams.

  • Serve as a senior point of contact for internal executives, partners, investors, and external stakeholders.

  • Provide mentorship, technical guidance, and leadership to development managers and project team members.

  • Contribute to corporate development standards, processes, and best practices.

  • Ensure projects comply with corporate governance, risk management, health & safety, and ESG objectives.

What You'll Bring

  • A diploma or degree in Urban Planning, Engineering, Construction Management, Business or a related discipline

  • 10+ years of progressive experience in land development

  • Strong knowledge of Calgary planning policy, municipal approvals, servicing standards, and development economics

  • Proven ability to lead consultants, manage budgets, and deliver projects through construction

  • Strategic thinking and sound development judgment

  • Strong financial and analytical capability

  • Exceptional stakeholder and municipal relationship management

  • Clear, professional written and verbal communication

  • Ability to manage ambiguity, risk, and competing priorities in complex environments
