About the Role

CivilityMS is seeking a Senior Program Analyst to support financial management, operational analysis, performance reporting, and data-driven decision support activities for U.S. Customs and Border Protection (CBP).

This position is responsible for extracting, analyzing, interpreting, and presenting data from multiple systems to support management decision-making, performance measurement, internal control assessments, workload analysis, operational reporting, and process improvement initiatives.

The ideal candidate combines strong analytical capabilities with advanced data management skills and the ability to communicate findings to both technical and non-technical audiences. Successful candidates will be comfortable working with large datasets, identifying trends and anomalies, developing reports and dashboards, and supporting continuous process improvement efforts.

Minimum Qualifications

• Bachelor's degree in Business, Finance, Accounting, Data Analytics, Public Administration, Information Systems, Statistics, or a related field

• Minimum five (5) years of experience performing analytical, reporting, financial, operational, or program support functions

• Minimum one (1) year of experience developing, maintaining, or utilizing Microsoft Access databases

• Advanced Microsoft Excel proficiency, including Pivot Tables, advanced formulas, data validation, lookups, reporting automation, and data analysis techniques

• Experience collecting, analyzing, interpreting, and presenting large volumes of data

• Experience identifying trends, anomalies, performance metrics, and process improvement opportunities

• Experience developing executive dashboards and management reporting products.

• Strong written and verbal communication skills

• Ability to communicate complex analytical findings to management and non-technical stakeholders

Preferred Qualifications

• Experience supporting DHS, CBP, Treasury, USDA, or other Federal Government organizations

• Experience supporting financial management, accounting, payroll, revenue operations, travel operations, or budget execution activities

• Experience preparing executive-level reports, briefings, dashboards, and management presentations

• Experience supporting internal controls reviews, audit readiness activities, or corrective action initiatives

• Experience utilizing SAP, Business Warehouse (BW), Power BI, Tableau, or similar reporting platforms

• Experience supporting process improvement and operational efficiency initiatives

Responsibilities

• Extract, validate, analyze, and interpret operational and financial data from multiple sources

• Develop and maintain reports, dashboards, charts, graphs, and management presentations

• Perform trend analysis, workload analysis, performance measurement, and process evaluations

• Identify operational risks, performance gaps, anomalies, and opportunities for improvement

• Support internal controls assessments and process improvement initiatives

• Develop and maintain Access databases and analytical tools

• Prepare recurring and ad hoc reports supporting management decision-making

• Analyze operational activities and provide recommendations that improve efficiency and effectiveness

• Coordinate with Government stakeholders to gather data requirements and reporting needs

• Present analytical findings and recommendations in both written and oral formats

• Support audit response activities, data calls, and management reporting requirements

Security Requirements

Ability to successfully obtain and maintain DHS suitability and all required CBP background investigation requirements.

This position is contingent upon contract award.
