Moser Consulting, Inc. is seeking an experienced Senior Business Analyst (Sr. BA) to support the Indiana Department of Family Resources (DFR). The Sr. BA serves as the primary liaison between state agency stakeholders and the Moser technical delivery team, translating complex business needs into clear, actionable requirements that drive high-quality IT solutions aligned with DFR's mission to deliver human services to Hoosier families.
This role demands deep familiarity with eligibility systems, benefits administration, and Indiana state government IT processes. The ideal candidate brings a blend of analytical rigor, stakeholder facilitation expertise, and strong documentation skills within an Agile or hybrid delivery environment.

Role Responsibilities

Requirements Elicitation & Documentation

  • Lead stakeholder interviews, JAD sessions, workshops, and focus groups with DFR business owners, policy staff, and end users to capture current-state processes and future-state requirements.
  • Develop and maintain comprehensive business requirements documents (BRDs), functional specifications, use cases, user stories, and acceptance criteria.
  • Create and manage requirements traceability matrices (RTMs) to ensure complete coverage from business need through testing and deployment.
  • Translate regulatory and policy changes (FSSA, CMS, USDA, HHS) into actionable system requirements.

Process Analysis & Improvement

  • Conduct current-state and future-state process mapping using BPMN or similar notation; identify gaps, inefficiencies, and opportunities for automation or streamlining.
  • Perform feasibility analysis and impact assessments for proposed system changes, policy modifications, and new initiatives.
  • Support change management activities by documenting process changes and collaborating on training materials and user communications.

Stakeholder Collaboration & Communication

  • Serve as the day-to-day point of contact between DFR program staff and the Moser development team; facilitate productive dialogue and manage competing priorities.
  • Present findings, recommendations, and project status updates to DFR leadership and internal project teams with clarity and professionalism.
  • Build and maintain trusted relationships with agency counterparts at all organizational levels, including program directors, eligibility supervisors, and frontline caseworkers.

Agile / Project Delivery Support

  • Collaborate with the Project Manager to define sprint scope, refine the product backlog, and ensure user stories are well-formed and ready for development.
  • Participate in Agile ceremonies (sprint planning, daily standups, reviews, retrospectives) and contribute to velocity tracking and capacity planning.
  • Perform and coordinate user acceptance testing (UAT), including test case development, defect documentation, and sign-off tracking with DFR stakeholders.
  • Monitor and report on requirements status, open issues, and decision logs throughout the project lifecycle.

Quality & Compliance

  • Ensure all deliverables conform to Moser's ISO 9001:2015-certified quality management system, project standards, and DFR contract requirements.
  • Support audit readiness by maintaining accurate, version-controlled documentation in accordance with contract data management policies.
  • Identify and escalate risks and issues related to scope, requirements gaps, or stakeholder alignment in a timely manner.
      Requirements
      • Bachelor's degree in Business Administration, Information Systems, Public Administration, Computer Science, or a related field required.
      • Minimum 5 years of business analysis experience on large-scale IT projects, with at least 2 years supporting state or federal government health and human services (HHS) programs.
      • Demonstrated experience with eligibility determination systems, benefits management platforms, or integrated eligibility and enrollment (IEE) environments.
      • Proven ability to elicit, document, and manage requirements in compliance with government contract deliverable standards.
      • Experience conducting UAT coordination and facilitating stakeholder sign-off in government IT environments.
      • Where You'll Work
      Preferred Skills/Experience
      • Prior experience on Indiana DFR, FSSA, or similar state human services agency contracts.
      • Experience with Indiana's ARIES, IME, or ACCESS systems, or comparable eligibility platforms (e.g., Curam, MAGI-in-the-Cloud, Salesforce Health Cloud).
      • Exposure to CMMI for Development or Services process improvement frameworks.
      • Background in health insurance marketplace, Medicaid expansion, or federal ACA compliance requirements.
      • Proficient in Microsoft Office 365 suite (Word, Excel, Visio, PowerPoint, Teams, SharePoint).
      • Experience with Agile project management tools such as Azure DevOps, Jira, or similar platforms.
      • Ability to author professional-quality documents including BRDs, use cases, data flow diagrams, wireframes/mockups, and process maps.
      • Familiarity with SQL or data query tools for data validation and analysis preferred.
      • Certified Business Analysis Professional (CBAP) - IIBA
      • PMI Professional in Business Analysis (PMI-PBA)
      • SAFe Product Owner/Product Manager or equivalent Agile certification
