Job description

We are seeking a Senior Business Systems Analyst to join the Indiana Department of Transportation (INDOT) within the Digital Transformation division. This enterprise-level role bridges the gap between complex business processes, technical architecture, and data governance—translating high-level agency objectives into actionable user stories, business requirements, and system integration strategies.

  • Client: Indiana Department of Transportation (INDOT)
  • Location: Indianapolis, IN 46204 (Central Indiana local candidates only)
  • Work Arrangement: Onsite (100 N. Senate Ave, Indianapolis)
  • Role Type: Contract (10/05/2026 – 06/30/2027, long-term extension expected)
  • Interview Process: Webcam initial interview, followed by an in-person 2nd round interview

Key Responsibilities

  • Enterprise Requirements & User Stories: Document end-to-end functional specifications, process maps, and clear user stories to ensure zero gaps during QA testing and system deployment.
  • Business Relationship Management: Serve as a trusted advisor to functional business units, guiding strategic technology decisions and driving organizational change management.
  • Cross-Functional Collaboration: Partner closely with Data Governance Managers, IT Project Managers, QA Testers, and software architects to ensure complete interoperability across INDOT's data systems.

Required Skills & Qualifications

  • Business Systems Analysis: 8+ years of core experience as a Business Analyst or Consultant delivering technology and software solutions in enterprise or state government settings.
  • Requirements & Story Mapping: 8+ years writing detailed business requirements documents, functional specs, and Agile user stories.
  • Stakeholder Management: 8+ years of experience cultivating relationships and presenting solutions to executive leaders, business owners, and technical teams.
  • Problem Solving & SDLC: 8+ years of consultative problem-solving, process reengineering, and working with Microsoft Office Suite (Word, Excel, PowerPoint, Visio).
  • Location Constraint: Must be a local resident of Central Indiana available to work onsite in Indianapolis.

Preferred Qualifications

  • Salesforce Ecosystem: Hands-on experience eliciting requirements and collaborating on Salesforce platform solutions; Salesforce Certified Business Analyst preferred.
