Workdays/Hours: Monday-Friday 8:00 a.m. to 5:00 p.m.
Devoted to providing management analysis and oversight, divisional budget and personnel management, program administration and oversight, risk management, and safety services. Incumbents serve as a designated subject matter expert, performing complex analysis, fiscal management, and/or program administration, which may include providing supervision to paraprofessional (non-exempt) employees, serving as a lead to professional staff, or managing cross-functional projects. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.
The Physical Security Program Manager is responsible for leading the City's physical security program, including strategy, policy development, and capital project delivery. This role provides oversight of complex, high-visibility security initiatives and construction-related projects, ensuring alignment with organizational goals, regulatory requirements, and industry best practices. This position serves as a subject matter expert and leads the full lifecycle of security-related capital and operational projects, from planning and design through implementation and closeout.
Duties/Responsibilities
  • Plans, develops, implements, and manages the City's physical security vision, strategy, programs, and projects.
  • Manages the day-to-day systems and operations of the physical security program, including oversight of security staff, access control systems, video surveillance, alarm systems, investigations, and event support.
  • Develops and delivers training to building managers and staff on security protocols, procedures, methods, and standards to ensure consistent and effective program implementation.
  • Conducts need assessments and analyzes, tracks, and reports on security-related performance measures to support continuous improvement and data-driven decision-making.
  • Designs and manages complex capital improvement and physical security projects based on City and stakeholder needs; prepares project charters, develops schedules, facilitates bid processes, develops Requests for Proposals (RFPs), negotiates contracts, leads project meetings, and coordinates design efforts for both in-house and contracted projects; ensures compliance with contract specifications and applicable laws, policies, and procedures.
  • Performs quality assurance and project monitoring activities, including on-site inspections; manages project schedules and performance metrics; evaluates and approves materials; identifies and mitigates risks and project issues; and escalates unresolved concerns to leadership.
  • Develops and manages project budgets, including preparing budget summaries, monitoring expenditures, reviewing and approving payment requests, processing change orders, reviewing invoices and purchase orders, resolving discrepancies, and providing budget recommendations; may administer and manage project-related grant funding.
  • Prepares and reviews project documentation, including contracts, plans, specifications, manuals, reports, RFPs, bid documents, and change orders; maintains accurate project records; and prepares agenda items and delivers presentations to internal and external stakeholders.
  • Collaborates with consultants, contractors, architects, firms, security integrators, internal departments, and external agencies; oversees project execution; resolves issues and mitigates risks; negotiates contracts; and provides technical expertise and guidance.
  • Utilizes a Computerized Maintenance Management System (CMMS) to create, assign, track, and close work orders for preventive, corrective, and reactive security maintenance; ensures all work is properly documented with supporting records (e.g., photographs, invoices, and service reports) in accordance with departmental standards.
  • Responds to public records requests in accordance with applicable laws, regulations, and City policies, ensuring appropriate handling, review, and release of security-related information.
  • Performs other duties of a similar nature and level as assigned.

Minimum Qualifications & Experience
  • Bachelor's degree in business or public administration, or directly related field, or equivalent experience.
  • Five years of professional experience that includes subject-matter expertise and knowledge in physical security systems program and project management, including design, implementation, and administration of access control, video surveillance, and related technologies.
  • A valid North Carolina Class C Driver's License with a satisfactory driving record within 60 days of hire.

Additional Preferred Skills
  • Experience with exacqVision video management software and LenelS2 NetBox access control system.
  • Two (2) years of supervisory experience.
  • Microsoft Office (Word, Excel, PowerPoint, etc.).
  • Crime Prevention through Environmental Design (CPTED) certification.
  • Any Certification from the American Society of Industrial Security (ASIS).

Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
