Job description

Position Title: Program Manager
Location: onsite / Wright-Patterson AFB, Ohio
Clearance: Top-Secret SCI TTC is seeking an experienced Program Manager in support of a prospective federal contract. We are proactively building our team of key personnel and invite accomplished Program Managers with government and DoD experience to apply. This position will be located onsite at Wright-Patterson AFB in Dayton Ohio. This position is contingent upon contract award. (target award date is July 2026) Responsibilities:
Define MILCON requirements; interface with the mission customer and external agencies; manage the design and construction project. Provide support to coordinate, oversee, and provide risk abatement construction management expertise.
Coordinate with project managers and end users to develop 1391 Military Construction (MILCON) project requirements for the maintenance and improvement of base facilities and infrastructure.
Provide key MILCON communications for NSIC leadership, Distinguished Visitors, and the general NSIC population.
Utilize change management best practices to communicate change such as construction progress, parking, mission location, and other changes affecting the NSIC population.
Provide facility management occupancy planning, process & procedures modernization, and change management communications.
Provide vendor, NSIC mission, and Base CE project integration to include escorting uncleared project vendors and government representatives to ensure projects can be accomplished with minimal to no NSIC mission interruption
Deliverables: Weekly activity reports and meeting minutes delivered on schedule; risk logs updated regularly; demonstrated strategic alignment in advisory products.
Basic Qualifications:
10+ years of experience in managing construction projects, preferably ICD 705 construction
Project Management Professional certification (PMP)
Expertise in project management software (Primavera)
