About the Role
EOTSS is seeking to hire a Deputy Chief Operating Officer (DCOO) of Network and Security Services who directly supports the Chief Operating Officer (COO) in overseeing and managing the organization's network and communications infrastructure, cyber security operations and Disaster Recovery and Resiliency. The DCOO of Network and Security Services plays a crucial role in ensuring the reliability, security, and efficiency of the organization's Commonwealth-wide network and will need to balance technical expertise with strategic planning and management skills to support the overall goals of the organization. The role requires a unique blend of technical expertise, strategic thinking, and leadership skills to effectively manage and enhance an organization's network and security services.
The DCOO of Network and Security Services is responsible for leading the Commonwealth's network, voice and security modernization projects and standard operating environments. The DCOO of Network and Security Services manages Operations and Engineering teams, Including Network Operations Center (NOC), Network and Network Security Engineering, Unified Communications, Cyber Security Incident Response, Vulnerability Management and Disaster Recovery/Resiliency.
The DCOO of Network and Security Services will lead the management, development standardization, and deployment of network, communications and security operations solutions that support the delivery of services across the organization. This individual is responsible for the overall planning, implementing, and managing of operations of the Commonwealth-wide network (LAN, WAN, WiFi and etc.), unified communications and voice services, cyber security incident response and vulnerability management, and Enterprise Data Protection, Disaster Recovery and Resiliency activities within EOTSS and across the Commonwealth's Executive Branch.
The primary work location for this role will be the Massachusetts Information Technology Center, 200 Arlington Street, Chelsea, MA 02150. The work schedule for this position is Monday through Friday, 8:30aAM to 4:30PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training.
Position Responsibilities (including but not limited to):
  • Provides leadership and expertise in managing network, communications and security information systems across the enterprise.
  • Lead and manage a diverse team of IT professionals responsible for network and security operations.
  • Supervises, leads, hires, coaches, and evaluates performance of staff.
  • Develop and implement strategic plans for the organization's network and security infrastructure and align them with the organization's strategic goals and objectives.
  • Design, implement, and maintain a robust and efficient network architecture that meets the organization's current and future needs, including selecting appropriate technologies, hardware, and software.
  • Ensure the proper functioning, scalability, and maintenance of network, voice and security infrastructure, software, hardware and related components.
  • Develop and implement a comprehensive security operations strategy to safeguard the organization's data, systems, and networks from cyber threats.
  • Establish protocols, processes and procedures for responding to and managing security incidents, coordinating with relevant stakeholders, conducting investigations, and implementing corrective actions to prevent future incidents.
  • Ensure that the organization complies with Enterprise Policies and Standards related to network and information security. Stay informed about changes in regulations and adjust policies and procedures accordingly.
  • Develop and manage budgets for network and security initiatives. Allocate resources effectively to meet organizational goals while optimizing costs.
  • Collaborate with vendors and external partners to procure necessary hardware, software, and services. Evaluate and select vendors based on their ability to meet the organization's security and network requirements.
  • Implement tools and processes for monitoring the organization's network and security posture. Continuously analyze performance data and identify opportunities for improvement and optimization.
  • Work closely with other internal and customer teams to ensure that network and security measures align with overall enterprise objectives. Communicate effectively with executives and other stakeholders.
  • Stay abreast of developments in network and security technologies. Evaluate and recommend new technologies that can enhance the organization's network and security capabilities.
  • Manages strategic and tactical planning, development, evaluation, and coordination of the information technology systems.
  • Develop and implement operational strategies and procedures
  • Optimize cost, performance, and security.
  • Deploy and manage monitoring tools to track the performance and availability of the services provided.
  • Perform capacity planning to anticipate and accommodate future growth in IT infrastructure needs.
  • Collaborate with other IT teams, such as hosting operations, and end user support, to ensure seamless support of hosted services.
  • Manage relationships with service providers, hardware vendors, and other third-party suppliers.
  • Participate in contract negotiations and ensure that service level agreements (SLAs) are met.

  • Zero Trust Architecture Implementation - driving the adoption of enterprise-wide Zero Trust principles, including identity-centric security, network segmentation, privileged access management, and continuous verification capabilities.
  • Cybersecurity Operations Maturity - enhancing Security Operations Center capabilities through advanced threat detection, incident response, cyber defense, and threat intelligence programs.
  • Enterprise Data Protection Program - strengthening the protection of Commonwealth data through data loss prevention, encryption, backup security, and data governance initiatives.
  • Resiliency, Disaster Recovery, and Business Continuity Modernization - improving enterprise recovery capabilities through disaster recovery planning, testing, cyber-resiliency programs, and continuity-of-operations strategies.
  • Network Security and Infrastructure Modernization - advancing secure network architecture, cloud connectivity, secure access solutions, and enterprise infrastructure modernization efforts.

P r e f e r re d Qu a li f ica t i o n s:
  • Ten (10) years of senior leadership experience with the development and deployment of new technologies and technology solutions.
  • Ten (10) years of supervisory experience with proven ability in managing medium to large sized cross functional technical teams, while thriving in a fast-paced environment.
  • Proficient experience in leading enterprise network and security systems teams in a Hybrid Cloud environment
  • Ten (10) years of experience in the development, implementation, and maintenance of large-scale network, communications and security systems, preferably across multiple hardware and software platforms
  • Ability to think big and challenge conventional wisdom regarding technology refresh and hype
  • Expert project management and organizational leadership skills, including the ability to identify and manage risk.

Education and Certification(s):

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in IT administration or IT management, of which (B) at least four (4) years must have been in a managerial capacity.
