Credence has an immediate opening for a Security Manager at the senior level to support the F-35 WJ Directorate (AFLCMC/WJ) in Wright Patterson AFB, OH. The AFLCMC/WJ directorate contains the ALFCMC airmen that support the F-35 Joint Program Office (JPO) mission. This support is across all disciplines to include program management, engineering, and logistics. The support is provided at a variety of locations including Wright Patterson AFB, National Capital Region, Hill AFB, Fort Worth TX, and Tinker AFB. One mission within AFLCMC/WJ is the Lightning Support Center (LSC). The LSC is the F-35 JPO's sustainment execution authority, providing support for the F-35 global fleet, including United States' services, international partners, foreign military sales (FMS) aircraft. LSC comprises six functional areas focused on warfighter readiness requirements: logistics capability delivery, sustainment supply, maintenance modifications, support equipment, business operations, and global fleet operations. Responsibilities include, but are not limited to the duties listed below: Support the implementation of information, personnel, industrial, operations, resource protection, force protection, and anti-terrorism security programs to ensure sensitive and classified material is protected in accordance with DoD, USAF, AFMC, AFLCMC, directorate, division, and program directives. Provide directorate and organizational security operations support, including preparation and coordination of security-related briefing and training materials, technical assistance for briefings, meetings, and conferences, and support to AFLCMC organizations, groups, committees, and IPTs. Provide a wide range of security management, analytical, technical, administrative, and support services for DoD, USAF, AFMC, AFLCMC, AFLCMC/WAU Directorate, AFLCMC/OZJ organizations, F-35, and assigned program activities. Record and track security program action items and suspense's; manage newcomer, visitor control, security-related, and program databases; and provide special administrative and logistical assistance for visitor control functions. Maintain active JPAS and JADE accounts, verify personnel security clearances and SAP accesses, process personnel security investigation documentation, review packages for accuracy, and track submitted clearance requests. Provide advisory assistance in evaluating security and administrative procedures for handling Critical Program Information and Critical Components from unclassified material through Top Secret, SAP, and SCI levels. Document program security methods and decisions using strong analytical writing skills, including the development of standard operating procedures, security process flowcharts, work breakdown structures, and related program security documentation. Manage and perform administrative duties for SAP Facilities in accordance with DoD Manual 5205.07, Volumes 1-4, including SAP nomination support, Program Access Requests, accreditation support, self-inspection program management, and secure facility operations. Work in secure facilities and, when required, receive and secure classified information, open and close unclassified and classified areas, perform end-of-day security checks, respond to after-hours alarms, and complete associated security documentation. Prepare, plan, manage, and administer security education materials and programs to ensure dissemination of security information to F-35, Directorate, and assigned personnel. Assist with the coordination of DD Form 254, DoD Contract Security Classification Specification, and develop or document recommended security requirements for SOOs, SOWs, PWSs, RFPs, and CDRLs for assigned programs. Serve as a security advisor to the System Security Working Group and other security-related IPTs, including preparing program security standards, meeting minutes, and action documentation. Develop and maintain time-phased, event-driven Security Classification Guides, Program Security Directives, Threat Assessment/Control Plans, Program Protection Plans, and associated annexes as required. Identify Critical Program Information, conduct criticality analysis, assess program threats, analyze system vulnerabilities, and recommend cost-effective security countermeasures aligned to program objectives, system design, and program strategy. Review program threats and conduct vulnerability analyses to define security functional requirements for securing systems against overt and covert ground-initiated attack, including recommendations for physical security countermeasures and detection devices. Support engineering functions by providing anti-tamper process expertise, protecting CPI, staffing related documents through appropriate channels, and integrating U.S. export and technology control laws, DoD/USAF policy, and applicable guidance into program protection planning. Provide advisory and draft documentation assistance for development of Security CONOPS based on threat definition, vulnerability analyses, existing security systems, and security measures. Assist in creating and maintaining an Operations Security program or plan for protection of critical information and provide recommendations to the Government security lead to ensure program compliance. Perform on-site security evaluations at program offices, review Weapon System Prime Contractor security survey reports, evaluate security procedures and operations, provide technical security recommendations, and continuously assess contractor and subcontractor program protection planning efforts. Assist with developing security requirements into contractual commitments and provide administrative support for DD Form 254 coordination and related security classification requirements. Establish and maintain official file plans using AFRIMS and support electronic files management, records management, and file plan management. Serve as the Government focal point for security, analyze security procedures, identify security deficiencies, and coordinate or recommend solutions with the assigned Government security task lead. Assist with maintaining, accounting for, and destroying COMSEC material. Provide day-to-day multi-discipline security analysis and support for collateral, SCI, and SAP activities. Advise and assist the Government in maintaining standards required by ICD 503 for protection of information systems and ICD 705 for physical security standards for secure rooms, SAP facilities, SCI facilities, and collateral secure areas. Ensure strict adherence to applicable security requirements, including NISPOM, NISPOM Supplement, DoD Overprint, DCID, ICD, JSIG, and SAP policy. Assist in developing and executing approved policies and procedures for safeguarding SAP, SCI, and collateral data in support of U.S. military operations. Provide continuous day-to-day security support, assess procedures to identify shortfalls, and recommend revisions or improvements to security policies, procedures, and systems. Requirements Education, Requirements and Qualifications: Must have at least an active or current top secret security clearance. Master's or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD; OR Bachelor's Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD; OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoD. Must have experience specifically related to DoD security functions and the capability to support the most complicated assigned security tasks and support personnel in the analysis, support, specialty security, or functional capability of the task as required. Must be Level 1 certified in the Defense Security Service Security Professional Education Development Program or, in lieu of certification, demonstrate currency with DSS training pertaining to information, personnel, industrial, and physical security programs through DSS. Must have at least eight years of recent experience performing work that is the same as or similar to the work required under this contract/task order, including experience with collateral classified activities, acknowledged and unacknowledged special access programs, and SSE anti-tamper requirements. Must possess a current collateral Secret or Top Secret clearance, as specified in the DD Form 254, LOE Matrix, and PWS, and maintain the required clearance throughout the contract period of performance to support multiple tasks and meetings at various classification levels. May require eligibility for access to sensitive program information, including SAP, SCI, or other additional access requirements reflected in the DD Form 254; additional investigations may be required above a collateral Secret clearance, and personnel may be required to complete applicable Program Access Requests before being read into applicable programs.
