Pay Rate: Starting at $90,000 and can go up DOE.
Purpose: (General description and summary)
The Property Manager provides leadership and oversight for New Narrative's housing portfolio, ensuring properties operate safely, efficiently, and in compliance with all applicable federal, state, local, funding, and Oregon Real Estate Agency (OREA) requirements. This position supervises Assistant Property Managers and the Property Management Bookkeeper and is responsible for property operations, regulatory compliance, financial oversight, maintenance coordination, and stakeholder relationships.
Accountabilities: (Responsibilities of the job)
  • Supervise, coach, and evaluate Assistant Property Managers and the Property Management Bookkeeper.
  • Oversee day-to-day operations of the agency's housing portfolio.
  • Ensure properties meet occupancy, financial, operational, and resident service goals.
  • Ensure leasing, move-ins, move-outs, certifications, recertifications, rent collection, and lease administration are completed accurately and timely.
  • Maintain compliance with Fair Housing, Oregon landlord-tenant law, LIHTC, HUD, HOME, Section 8, Housing Authority, Oregon Real Estate Agency (OREA), and other regulatory requirements.
  • Ensure tenant files, certifications, and property documentation remain audit-ready and deficiencies are corrected promptly.
  • Coordinate audits, inspections, compliance reviews, and corrective action plans.
  • Develop and maintain property management policies, procedures, and operational standards.
  • Oversee lease enforcement, reasonable accommodations, notices, and eviction processes in accordance with Oregon law and agency policy.
  • Partner with Operations to ensure maintenance requests, inspections, capital projects, and work orders are completed within established timelines.
  • Develop emergency preparedness and business continuity plans for all properties.
  • Monitor budgets, receivables, occupancy, compliance metrics, and operational performance.
  • Collaborate with residents, internal departments, property owners, Housing Authorities, vendors, and regulatory agencies.
  • Utilize various property management, project management, and business software platforms (including AppFolio, TenantTech, Microsoft Office) to manage operations, maintain records, and generate reports
  • Identify operational risks and implement process improvements.
  • Perform other duties as assigned.

Education/Certificates/Licenses/Registration:
  • Oregon Property Manager License Required.
  • Low-Income Housing Tax Credit (LIHTC) certification or experience preferred.
  • Valid Oregon Driver License.

Experience/Qualifications:
  • Five years of property management experience.
  • Two years of supervisory experience.
  • Experience managing affordable or supportive housing preferred.
  • Experience with LIHTC, HUD, HOME, Housing Authority, and Section 8 compliance preferred.
  • Experience leading audits and regulatory inspections.
  • Experience working with individuals experiencing mental health conditions, substance use disorders, or housing instability preferred.
