LOCATION OF POSITION

Maryland State Police\r\nGovernment Affairs Unit\r\n45 Calvert Street, Room B-19 \r\nAnnapolis, MD 21401\r\n

Main Purpose of Job

The main purpose of this position is to provide adminstrative support to the Director and members of the Government Affairs Unit, while efficiently managing the daily opersaotn of the office. This position must posses good interpersonal skills; be familiar with the legislative process in Maryland; maintain a professional office atmosphere and a good rapport with all elected officials, their staff members as well as other state agency employees and the public. This position must maintain the highest degree of confidentiality with regard to legislative proposals, preparation of legislative reports, fiscal notes and related correspondence.\r\n

POSITION DUTIES

Provide administrative support to the Director\r\nand staff of the Government Affairs Unit, exercising judgment, independent\r\ninitiative, extensive knowledge of the policies, procedures and legislative\r\nprocess for the Department of State Police.\r\n\r\n\r\nCompose and maintain a database of proposed\r\nlegislation, update hearing schedule daily, update bill status, assist in\r\ndrafting Superintendent, Chief of Staff, Governor's Legislative Office reports;\r\nprepare weekly hearing schedules, review and deliver Department position\r\npapers, and search historical files for related legislative information.\r\nEnsure legislative committees receive\r\npertinent information which may include: positions papers, presentations for\r\nproposals and related briefs. Monitor General Assembly committee and floor\r\nactivity and brief the Director on pertinent activities.\r\nProcess fiscal impact statements for\r\nLegislative Services for bills that may impact the Department. Send copies of\r\nbudget response information to Legislative Services and the DBM to post online.\r\nAssist the Governor's Legislative Office as\r\nnecessary. Assist in preparation of special reports as requested by the\r\nGovernor's Legislative staff.\r\n\r\nEnsure that the legislative tracking system is\r\nupdated by following legislation from introduction to final action that affect\r\nthe Department.\r\nAttend legislative hearings, take complete and\r\ncomprehensive notes and prepare detailed briefs of the hearings on bills of\r\ninterest.\r\nAssist in the drafting and distribution of the\r\nannual summary of legislation which passed impacting the Department.\r\n\r\nOther duties as assigned by\r\nCommand/Supervisory personnel.\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.\r\nExperience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.\r\nNotes:\r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.\r\n2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:\r\n\r\n\r\n1. One year of experience working\r\nin an agency legislative office or equivalent\r\n2. Advanced knowledge of the\r\nlegislative process in Maryland\r\n3. Experience performing\r\nlegislative/legal research\r\n4. Experience creating/developing\r\nspreadsheets to track project progress\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this\r\nclassification may be assigned duties which require the operation of a motor\r\nvehicle. Employees assigned such duties will be required to possess a motor\r\nvehicle operator's license valid in the State of Maryland.\r\n

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public\r\nSafety Article, Candidates for position in this classification will be subject\r\nto an initial drug screening and a complete criminal background investigation\r\nbefore permanent appointment can be made. A criminal conviction may be grounds\r\nfor rejection of the candidate.\r\n

SELECTION PROCESS

Only candidates who meet the minimum qualifications will\r\nbe considered for this classification. Therefore, it is essential that you\r\nprovide complete and accurate information on your application. Successful\r\ncandidates will be placed on the Eligible List categorized as BEST QUALIFIED,\r\nBETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at\r\nleast one year from the date of examination. The list will be used by the\r\nhiring manager to select employees. The list will be valid for one year.\r\n

The examination will consist of a rating of your\r\neducation, training and experience related to the requirements of the position.\r\nYou may be required to complete a qualifications supplement, or the rating may\r\nbe based on your application. Report all experience and education that is\r\nrelated to this position.\r\n
