Job description

JOB TITLE: Unarmed Security Guard
LOCATION:
Multiple VA Caribbean Healthcare System facilities throughout Puerto Rico and the U.S. Virgin Islands. Specific work location and shift will be assigned based on operational requirements.
ANTICIPATED CONTRACT PERIOD:
September 1, 2026 through August 31, 2031
POSITION SUMMARY:
We are seeking qualified, licensed Unarmed Security Guards to provide security and access-control services at Department of Veterans Affairs facilities and related locations throughout Puerto
Rico and the U.S. Virgin Islands.
The Unarmed Security Guard will help protect patients, visitors, employees, facilities, vehicles, and government property while providing professional and courteous service. Guards must be prepared to work at entry-control points, clinics, parking areas, warehouses, traffic-control posts, and other assigned locations.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Verify identification of patients, employees, visitors, vendors, and other individuals entering controlled areas.
• Examine identification documents for authenticity before allowing entry.
• Conduct limited vehicle inspections and package inspections when directed.
• Perform scheduled and random security patrols.
• Monitor parking areas, fire lanes, reserved spaces, and government vehicle areas.
• Direct vehicle and pedestrian traffic at gates, entrances, and parking locations.
• Identify and report suspicious activity, unauthorized access attempts, safety hazards, accidents, and security violations.
• Maintain order within the assigned area and request assistance from VA Police when necessary.
• Respond to emergencies, including security incidents and psychiatric emergencies, within the authority permitted by applicable laws and procedures.
• Perform emergency gate-closure procedures.
• Prepare complete, accurate, and timely incident reports, activity reports, and other required records.
• Keep assigned guardhouses and work areas clean and orderly.
• Report to the Lead Guard, supervisor, or assigned VA Police supervisor at the beginning and end of each shift.
• Remain properly uniformed and at the assigned post throughout the scheduled tour of duty, except during authorized breaks.
MINIMUM QUALIFICATIONS:
• Must be a United States citizen.
• Must be at least 18 years old or meet the minimum age required by applicable local law.
• High school diploma or equivalent.
• At least two years of relevant experience demonstrating:
- Ability to interact professionally with the general public.
- Ability to read and apply written rules, detailed orders, instructions, and training materials.
- Ability to remain composed and exercise self-control under stressful conditions.
- Ability to prepare clear, concise, accurate, and detailed written reports.
• Must be able to read and understand English-language regulations, orders, and training materials and prepare reports in English.
• Must possess all security-guard licenses, permits, and certifications required for the assigned location.
• Puerto Rico personnel must possess a current Commonwealth of Puerto Rico security guard license or meet the solicitation's pre-performance licensing requirements.
• Must satisfy all required background investigation, suitability, credentialing, and criminal-history requirements.
• Must complete all required pre-performance and annual training before assignment.

PHYSICAL AND WORK REQUIREMENTS:
• Ability to stand and walk for extended periods.
• Ability to climb stairs and patrol uneven terrain.
• Ability to respond rapidly during emergencies.
• Ability to perform foot patrols and traffic-control duties in indoor and outdoor environments.
• Ability to perform the essential security functions safely.
• Must provide required health documentation for the assigned jurisdiction.
WORK SCHEDULE:
Schedules vary by assignment. Available posts include weekday, evening, overnight, weekend, federal-holiday, and 24-hour/seven-day coverage. Individual shifts must comply with applicable federal and local labor requirements.
EQUIPMENT AND UNIFORM:
• This is an unarmed position.
• Firearms, nightsticks, mace, knives, and other unauthorized equipment are prohibited.
• Guards must wear the approved security uniform and identification while on duty.
• Personal cellphone use is prohibited while on duty.

Candidates must demonstrate reliability, punctuality, professionalism, good judgment, courtesy, integrity, and the ability to work effectively with veterans, patients, visitors, employees, law-enforcement personnel, and members of the public.
