Responsibilities

What You'll Do:

  • Responsible for leading the proposal team in planning, preparation, training, development, production and submittal of the proposal response. Responsible for the overall management of specific proposal volumes or total proposal efforts for assigned new business opportunity(ies) and/or competitive renewal(s) of current contract(s). Provides management coordination with corporate staff departments, appropriate operations (project) management and the other assigned business development resources. Responsible for RFP compliance throughout the proposal process. Supervises activities of, and coordinates with, technical specialists, writers, production personnel and others assigned to the proposal team.

Key Responsibilities:

  • Manages and directs all management, technical, and compliance, efforts on assigned proposals.
  • Manages and directs personnel assigned to the proposal team to assure that all management, technical, contractual and costing inputs meet both customer and Vectrus Management requirements.
  • Manages strict compliance with RFP requirements using scheduled reviews and compliance tools, including compliance matrices.
  • Maintains schedule discipline for all assigned proposals.
  • Ensures comprehensive reviews of written material IAW Vectrus Business Development policy and good business practices.
  • Participates with the Capture Team to develop the overall proposal strategy, themes discriminators and operations concept to be used in the proposal.
  • Determines specific approach to assure a responsive and competitive proposal in terms of overall concept.
  • Prepares proposal plan, including detailed proposal outline, storyboards/mock-ups (if applicable), compliance with RFP, management and technical volumes, proposal responsibilities, schedule, and submittal checklist.
  • In coordination with the Capture Manger, prepares proposal strategy and discriminators and themes.
  • In coordination with the Capture Manager, conducts a short training program as part of the proposal kickoff detailing the proposal process strategy, discriminators, themes, charts and benefits to be employed throughout the proposal.
  • Reviews input from technical writers and subject matter experts to ensure RFP and win themes meet compliance and provides feedback.
  • Provides input to review teams and ensures incorporation of approved Red and Gold Team comments/recommendations.
  • Responsible for the overall proposal and overall management and complete technical, management and cost/price proposals for assigned efforts. Responsible for overall quality and compliance of the submitted proposal.
  • Instills partnership and teamwork with Capture Managers and the entire proposal team.
  • Complete all classification markings as required to include potion markings.
  • Ability to work with a variety of interesting and charismatic personnel.
  • Ability to manage multiple proposal efforts simultaneously.
  • Prepare regular status of current assignments (oral and written).
  • This is a hybrid position which requires the need to work in the office and/or a SCIF. ~30% in office/SCIF as required.

Qualifications

Minimum Qualifications

  • Education:
    • Bachelor’s degree or equivalent experience from which comparable knowledge and job skills can be obtained.
  • Experience:
    • Minimum of ten (10) years’ progressive experience in a position related to the development of federal government contracts.
    • Experience managing large scale, complex, high dollar value programs/efforts for large businesses.
    • Experience working with and managing large teams including team members from other companies.
    • Minimum of five (5) years’ experience in support of classified bids.
  • Other Requirements:
    • US citizenship required.
    • Secret Level Clearance required with eligibility to obtain a Top Secret, SCI and other SAP clearances.
    • Active security clearance highly desired.
    • Ability to travel to project and customer locations.
    • Ability to work in a SCIF for extended periods of time.
