Job description

The Army Aviation Program Quality Manager assists with the oversight of the Quality Management System Program implementation and works in partnership with Operations, Safety, Quality Control, Maintenance, Logistics and Purchasing to support the mission, and establishes Quality Assurance procedures to ensure all functional departments meet the contractual requirements. Also responsible for process auditing, procedural compliance and contributing to the continuous improvement initiatives across the contract. Develops, publishes, and reviews procedures to ensure all operation remain compliant with contractual requirements. Is the single point of contact for all AS 9110 standards qualification requirements, and participates in all internal, external, and third party audits.

  • Implement and manage the program QMS operations and day-to-day tasks across all sites.

  • Manage long-term program activities to achieve higher levels of quality performance and mission success.

  • Coordinate with Government quality representatives to provide information and services IAW the contract.

  • Analyzes data to establish trends and implement corrective actions if necessary to meet program KPIs and objectives.

  • Conducts research and drafts reports for program senior leadership as needed.

  • Audit procedural elements of program management.

  • Supervises and participates in the development of responses to customer Corrective Action Requests (CAR).

  • Work directly with operating entities to ensure inspections, statistical process analyses, and audits are conducted on a continuing basis as specified to enforce requirements and meet program objectives.

  • Consult with local management in determining the best measures of project efficiency.

  • Conduct and direct internal management audits, prepare formal audit reports, and define audit schedules. - Consult with local management in determining root causes for non-conformances to QA/QC Plan and to customer contractual requirements.

  • Implement and manage the program's Process Improvement Program.

  • Build good working relationships with program leadership and actively participate in the management process.

  • Develop program staff and determine the best methods for Quality Assurance performance enhancement.

  • Leads and collaborates with site level and regional level Quality Managers to maintain AS9110 compliance across the program and provides region wide oversight of the program Quality Management System.

  • Assess contractual requirements, develop and maintain checklists, and communicate within QA/QC function. - Perform other qualified duties as assigned.

  • The ability to write standard operating procedures based on the requirements of AR 95-20 and pertinent contract documents. Review annexes and other documents submitted by assigned sites for accuracy and applicability to the standard.

Minimum Requirements

  • High School Diploma.

  • Five (5) years of experience in quality assurance to include quality management system certification or compliance to AS 9100/9110 or ISO 9001 standards.

  • Two (2) year experience planning and leading quality assurance audits.

  • Three (3) years of supervisory experience.

  • Five (5) years of aviation or aircraft maintenance experience.

  • Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work site.

Preferred Requirements

  • Experience with establishing/managing FOE/FOD program.

  • Experience with establishing key performance metrics.

  • Lead Auditor experience.

Knowledge & Skills

  • Ability to effectively and efficiently supervise and manage quality personnel.

  • Ability to work with personnel at all levels to effectively and efficiently manage the program Quality Plan.

  • Ability to think critically and produce policies/procedures to meet contractual requirements.

  • Ability to produce technical reports, spreadsheets, and PowerPoint presentation for review by program and senior leadership.

  • Advanced understanding of QA/QC approaches, methods, management, and responsibilities.

  • Knowledge of statistical methods, ISO 9000 standard, Lean Six Sigma, and other quality methodologies.

  • Coordinate collection of responses to customer Corrective Action Response (CAR). Work directly with operating entities to ensure inspections, statistical process analyses, and audits are conducted on a continuing basis as specified to enforce requirements and meet specifications.

  • Additional knowledge/skills may be required by assignment or contract.

  • Assist Program Manager and Regional Quality Managers in development/execution of local policies and processes.

Physical Requirements/Working Environment

  • May work in aircraft maintenance hangar or warehouse.

  • May require lifting of objects whose weight normally will not exceed 50lbs.

  • May be required to work in areas where high noise hazards prevail and are exposed to fumes or airborne particles and electrical shock hazards.

  • May be required to work in protective equipment that increases heat stress and limits mobility.

  • Work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject the individual to severe changes in weather (temperature, wind, rain, etc.).

  • Must be able to travel to and between remote locations in austere and/or hostile environments on short notice

Compensation Details:

$100,000 to $110,000
