Position Overview: This position supports a USMC DoW Acquisition Program as a SAFe Scrum Master This role supports DoW acquisition programs at Quantico, VA, applying Scaled Agile Framework (SAFe) methodologies to accelerate mission delivery. The SAFe Scrum Master  partners with Government program offices to launch and sustain Agile  Release Trains (ARTs), lead Program Increment (PI) Planning events, and  coach cross-functional teams in Lean-Agile practices within a complex  defense acquisition environment.

Anticipated Start Date: Upon Contract Award (Anticipated: September 2026) 


Position Responsibilities: 

  • Serve as the lead SAFe practitioner and Agile coach for DoW acquisition program teams; facilitate  PI Planning events, sprint reviews, retrospectives, daily stand-ups,  and system demos across one or more Agile Release Trains (ARTs). 
  • Design, launch, and continuously improve ARTs; develop and maintain the Program Backlog, define PI Objectives, and ensure alignment between program roadmap and mission priorities. 
  • Partner with Release Train Engineers (RTEs), Product Managers, and Product  Owners to synchronize dependencies, resolve cross-team impediments, and maintain program Kanban flow. 
  • Track and report program-level Agile metrics (velocity, burndown, flow efficiency, team health) to senior Government leaders using tools such as JIRA, Rally, or Azure DevOps. 
  • Develop and deliver SAFe training and coaching sessions for program teams and leadership, supporting organizational transformation from waterfall to Lean-Agile delivery models. 
  • Coordinate with DevSecOps and CI/CD pipeline teams to integrate security and compliance requirements into Agile sprints, ensuring alignment with DoW cybersecurity frameworks. 
  • Maintain  program Integrated Master Schedules (IMS) and risk registers; provide  schedule visibility, dependency tracking, and proactive mitigation  strategies to the Government Program Office. 
  • Identify and communicate systemic impediments to program leadership, recommend corrective actions, and drive continuous improvement through regular inspect-and-adapt cycles. 
Requirements:

Position Requirements: 

  • Bachelor’s degree required  
  • Previous DoW acquisition program experience 
  • Active SAFe certification required: SAFe Program Consultant (SPC 6.0) or SAFe Agilist (SA); SPC strongly preferred 
  • Active Secret security clearance required; TS/SCI preferred 
  • 5+ years of progressive experience applying Agile/SAFe methodologies in a DoW or defense acquisition environment 
  • Demonstrated experience planning and facilitating PI Planning events for multi-team programs 
  • Proficiency with Agile lifecycle management tools: JIRA, Rally, or Azure DevOps 
  • Excellent written and verbal communication skills with the ability to brief senior Government officials and program executives 

Preferred Skills/Experience: 

  • Master’s degree  
  • Experience with DevSecOps principles and CI/CD pipelines in a DoW environment (DISA STIGs, RMF, Authority to Operate) 
  • Familiarity with USMC or OSD acquisition programs and DoW program management frameworks (PPBE, DAS, MilMilestones) 
  • PMI-ACP (Agile Certified Practitioner) or PMP certification 
  • SAFe Release Train Engineer (RTE) experience; ability to coach RTEs across multiple ARTs 
  • Experience with Earned Value Management (EVM), program performance reporting, or IMS management
