DESCRIPTION: Artech is currently seeking to add to the below position Job Title: SCADA Organization Change Management Sr. Analyst Job ID: 26-32072 Location: REMOTE Duration: 12 Months Client: (Energy and Utilities Industry) Job Description: SCADA Organization Change Management Sr. Analyst - USA About the Role We are seeking an experienced SCADA Organization Change Management (OCM) Senior Analyst to support a critical post-implementation phase of a major SCADA platform transition within a NERC-regulated utility environment. While the technical deployment of the new SCADA platform was successfully completed, the organization now requires focused leadership to drive change management, process transformation, and operating model alignment - ensuring the investment delivers its full operational value. This is a high-impact, senior-level engagement that requires a rare combination of utility operations expertise, organizational change management capability, and deep familiarity with government-owned or government-controlled utility governance frameworks. Key Responsibilities Organizational Change Management * Lead end-to-end change management activities to maximize stakeholder adoption of the new SCADA platform and associated processes * Develop and execute a comprehensive OCM strategy including stakeholder analysis, impact assessments, readiness evaluations, and adoption roadmaps * Facilitate workshops, working sessions, and training programs to build organizational capability and confidence within the new operating environment * Identify and manage resistance to change; develop targeted interventions to accelerate adoption across operational and business teams Operating Model & Process Transformation * Assess the current-state operating model and identify gaps between existing workflows and the capabilities of the new SCADA platform * Define and document a future-state operating model aligned to SCADA platform functionality, NERC reliability standards, and organizational objectives * Lead SCADA process redesign efforts, ensuring new processes are clearly documented, operationally sound, and consistently applied across the organization * Partner with operations, engineering, and compliance teams to align process changes with regulatory and governance requirements Issue Management * Serve as the primary point of contact for tracking, escalating, and resolving post-implementation issues related to platform adoption and process gaps * Maintain a structured issue log; prioritize issues by operational risk and drive resolution in collaboration with technical and business stakeholders * Proactively identify emerging risks to adoption and operational effectiveness, and develop mitigation plans accordingly Documentation * Develop and maintain high-quality documentation including process maps, standard operating procedures (SOPs), operating model descriptions, and transition plans * Ensure all documentation meets NERC compliance standards and internal governance requirements * Establish a documentation framework that supports ongoing knowledge transfer and organizational sustainability KPIs & Performance Measurement * Define and implement key performance indicators (KPIs) to measure SCADA platform adoption, process compliance, and operational effectiveness * Establish baseline metrics and track progress against adoption and performance targets over time * Provide regular reporting to leadership on KPI trends, adoption milestones, and outstanding risks Communications * Develop and execute a stakeholder communications plan that keeps all relevant parties informed of progress, changes, and expectations throughout the OCM engagement * Craft clear, audience-appropriate communications for executive leadership, operations personnel, and external business partners * Manage the business partner communication process, ensuring consistent messaging and timely information flow between internal teams and external stakeholders Required Qualifications * 7+ years of experience in organizational change management, business process transformation, or operational consulting, with a significant portion in utility or energy sector environments * Demonstrated experience working within NERC-regulated utility environments, with a solid understanding of reliability standards, compliance obligations, and operational governance * Familiarity with the governance and operational requirements of government-owned or government-controlled utilities * Proven ability to lead OCM initiatives including stakeholder engagement, communications planning, training development, and adoption measurement * Deep expertise in utility operations and business processes, including control room operations, SCADA/EMS systems, or grid operations * Experience conducting current-state assessments and developing future-state operating models * Strong facilitation, communication, and executive-level presentation skills * Ability to manage multiple workstreams simultaneously in a complex, matrixed organization * Must be able to obtain and pass required background screening (including applicable government/utility security clearance requirements) Preferred Qualifications * Direct experience with SCADA platform implementations or post-implementation optimization in a utility setting * Familiarity with NERC CIP (Critical Infrastructure Protection) standards * Change management certification (e.g., Prosci/ADKAR, CCMP, or equivalent) * Experience working with government-owned utilities or public power entities * Prior consulting experience supporting utility clients through technology-driven transformation programs * Please apply on our company website ( www.artechinfo.com ) with reference to job ID, or contact me at .
