Responsible for the overall system design. Documents development requirements for database, applications, and operation system environment. Consults with end users to test and debug applications to meet client needs. Serves as expertise in all aspects of designing and application development. May conduct training to IT Staff. Requires a bachelor's degree and may be expected to have an advanced degree in area of specialty and 8 or more years of experience in the field or in a related area. Demonstrates expertise in a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May provide consultation on complex projects and is considered to be the top level contributor or specialist.

Summary:

Minimum Requirements:

Minimum of 5 years of experience in a leadership role with responsibility for designing and implementing architecture and hosting strategy that includes experience with SaaS and Cloud solutions.

Minimum of 1 year of experience with security compliance

Minimum of 3 years' experience developing and implementing technical projects

Deep understanding of complex systems architectures including requirements definition, HW and SW design, scalability, security, load testing, and change management

Experienced with a variety of platforms, hardware and software, including Salesforce

Strong analytical and research skills using the Internet and other tools

Strong verbal communication skills and ability to facilitate a planning session or meeting

Understanding of data governance, including the security requirements for PII, FTI, and PHI.

Must be able to work independently and be proactive in reaching for information

Must be comfortable in an environment with change and many concurrent projects

Desired Experience:

Understanding of a government environment

Experience in the application of commonly accepted concepts and practices specific to the secure design and development of technical documents

Salesforce experience and specialist certifications

Work with OIT and vendors to development a future architecture with roadmap and recommendations for platform and hosting.
