About the team and the role:
eBay is seeking a Technical Program Manager to support our Global Technology organization. In this role, you will partner across Corporate Services, Information Security, Product Development & Engineering, Quality Engineering, and other business teams to help drive coordinated planning and execution across complex, cross-functional initiatives.
This is an opportunity to lead programs from early concept through development, testing, and delivery, while helping teams align on priorities, manage dependencies, and remove roadblocks. The role is well suited for someone who enjoys detailed program execution, strong cross-functional partnership, and translating technical complexity into clear plans and decisions. You will play an important role in supporting portfolio execution, roadmap planning, and communication with stakeholders, including senior leadership.
What you will accomplish:
  • Drive end-to-end program delivery across multiple cross-functional teams, ensuring initiatives move from concept and planning through implementation and launch.
  • Partner with technical and non-technical stakeholders to align on requirements, assess scope, identify dependencies, and support effective execution.
  • Build and maintain key program artifacts, including project plans, achievement tracking, and execution updates, to improve visibility, accountability, and delivery outcomes.
  • Support roadmap planning and estimation activities by helping teams evaluate effort, sequencing, risks, and potential business or technology impacts.
  • Facilitate decision-making across the portfolio by removing roadblocks, holding stakeholders accountable for commitments, and keeping work on track.
  • Communicate program status, risks, and key decisions clearly to a range of audiences, including cross-functional partners and senior leadership, while leading productive workshops and planning sessions.

What you will bring:
  • 3+ years of experience in project or program management across the product lifecycle, with experience in business systems analysis or related work.
  • Ability to independently identify technical dependencies, risks, and downstream impacts across systems, teams, and initiatives.
  • Strong written and verbal communication skills, with the ability to explain technical concepts, design issues, and business requirements clearly and succinctly.
  • Experience partnering with cross-functional technical and business teams, including Product, Engineering, Quality, Policy, or related groups.
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities while understanding broader business goals.
  • A bachelor's degree or equivalent experience in computer science, business, engineering, or a related field, or equivalent practical experience supporting organizations dedicated to technology.

Additional Details
The base pay range for this position is expected in the range below:
$66,000 - $110,500
Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
If hired, employees will be in an "at-will position" and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
