Brief Description
Job SummaryUnder regular direction and in compliance with standard operating procedures and policies, performs professional and technical duties in support of Public Works safety and training programs. Conducts classroom, hands-on, Commercial Driver's License (CDL), behind-the-wheel, and equipment training for Public Works employees. Coordinates training activities with department divisions and assists the Safety & Training Manager with the implementation and continuous improvement of departmental safety and training programs. Responds to accident and incident locations, including after hours if needed and gathers relevant information through photographs, statements, records, sketches, video, and other appropriate documentation. Administers the department's Personal Protective Equipment (PPE) program and maintains related inventory and records. Supports CDL training and testing activities and ensures applicable training and inspection documentation is properly completed. Conducts safety inspections of Public Works facilities, work sites, vehicles, equipment, and storage areas; identifies and documents unsafe conditions and work practices; provides immediate safety coaching when appropriate; and recommends corrective actions. Assists with accident and incident investigations, documentation, recordkeeping, and safety-data analysis. Participates in the Public Works Safety Committee as a subject matter resource and assists Public Works during emergency, storm, and weather-related operations.

  • Conduct Employee Safety and Operational Training: Conduct employee safety and operational training programs under the direction of the Safety & Training Manager. Monitor employee training progress and provide department safety orientation for new employees. Conduct classroom, hands-on, behind-the-wheel, CDL, and equipment training for employees to ensure proficiency in and understanding of policies and procedures, commercial vehicle and equipment systems, accident and emergency procedures, pre- and post-trip inspections, safe-driving techniques, and other assigned topics. Develop and utilize presentations, testing materials, evaluations, demonstrations, videos, and other instructional tools. Assist with the development and modification of training curriculum and program materials. Conduct testing and evaluations to measure employee understanding and proficiency and document results. Coordinate, administer, and maintain Public Works safety training programs, including general safety and compliance, driver and fleet safety, work zone safety, equipment and vehicle safety, high-risk work activities, and emergency response training. Coordinate with division superintendents, managers, and supervisors regarding employee training needs, safety trends, and observed performance issues. Assist with the development and delivery of remedial training designed to reduce the likelihood of future safety-related incidents. Review training and evaluation documentation for accuracy and completeness and maintain required training records. Conduct ride-along and operational evaluations for new or existing drivers and equipment operators at assigned intervals. Provide coaching and feedback to employees regarding safe work practices, driving, equipment operation, and areas for improvement. Observe employees in the performance of assigned duties to evaluate the effectiveness of training and identify potential training needs. Provide observed and documented behaviors to the Safety & Training Manager or appropriate supervisor regarding safety and training concerns.

  • Monitor Safety Compliance and Support Safety Programs: Support the development, implementation, and continuous improvement of Public Works safety programs, processes, and activities. Actively identify, report, and document safety issues or concerns observed during the performance of assigned duties. Assist the Safety & Training Manager with planning and conducting monthly safety meetings and recurring safety initiatives. Monitor environmental and workplace conditions that may affect employee health and safety, including current site hazards, employee exposures, industrial hygiene concerns, and Occupational Safety and Health Administration (OSHA) related requirements. Document identified hazards in accordance with departmental safety procedures and maintain accurate safety-related information and records. Consult with the Safety & Training Manager, Employee Health Center, Risk Management, division managers, and supervisors regarding identified workplace hazards or exposures and assist in coordinating required follow-up actions. Provide immediate coaching to employees observed performing work in an unsafe manner and encourage constructive dialogue to identify the cause of unsafe behaviors or conditions. Immediately communicate serious or imminent safety hazards to the Safety & Training Manager and appropriate operational supervisor and take reasonable action within established authority to protect employees from immediate hazards. Accurately document observations of unsafe work practices or conditions and forward documentation to the appropriate manager or supervisor for further review and action.

  • Conduct and Support Accident/Incident Investigations: Conduct accident and incident investigations as assigned by the Safety & Training Manager. Respond to accident and incident locations, including after hours if needed and gather relevant information through photographs, statements, records, sketches, video, and other appropriate documentation. Investigate safety complaints and provide investigative support to division managers, supervisors, shop personnel, or other designated employees as needed. Monitor accident and incident investigations performed by supervisors or shop personnel for completeness and consistency with departmental procedures. Ensure required accident and incident documentation is completed accurately and within established timeframes. Photograph accident and incident scenes as necessary for investigation, claims, and documentation purposes. Ensure applicable video recordings and other electronic evidence are preserved and archived in a timely manner. Maintain accurate accident and incident records to support analysis, trend identification, corrective action, and training development. Assist with determining contributing factors and identifying opportunities for remedial training or operational improvement. Ensure compliance with applicable post-accident drug and alcohol testing requirements for CDL employees.

  • Administer Personal Protective Equipment Program: Administer the Public Works Personal Protective Equipment (PPE) program under the general oversight of the Safety & Training Manager. Ensure employees receive PPE appropriate equipment for their assigned duties. Conduct annual and as-needed inspections of PPE to verify equipment is safe, serviceable, and compliant with applicable standards and departmental requirements. Maintain PPE inventory, track issued equipment, monitor stock levels, and identify replacement and purchasing needs. Identify damaged, expired, missing, or non-compliant PPE and coordinate replacement or corrective action. Obtain quotes and prepare purchasing recommendations in accordance with City procurement procedures. Ensure PPE costs are accurately assigned to the appropriate division or funding source.

  • Provide Commercial Driver's License Training: Under the direction of the Safety & Training Manager, conduct Commercial Driver's License training in accordance with applicable state and federal requirements. Provide CDL theory, skills, pre-trip inspection, post-trip inspection, and behind-the-wheel training for Class A, Class B, and applicable endorsement applicants. Train employees in the safe operation of commercial vehicles and related equipment. Evaluate employee driving skills and provide instruction, coaching, and remedial training as needed. Ensure CDL pre- and post-trip inspections are properly performed and documented. Maintain accurate CDL training records and submit required documentation to the Safety & Training Manager. Assist with CDL testing activities, Third-Party Tester Program requirements, audits, and related documentation as assigned. Remain current regarding applicable SCDMV and Federal Motor Carrier Safety Administration (FMCSA) CDL training requirements.

  • Conduct Work Site, Facility and Storage Site Inspections: Conduct routine and scheduled safety inspections of Public Works facilities, work sites, storage areas, yards, vehicles, and equipment. Identify unsafe conditions, practices, housekeeping deficiencies, and regulatory concerns and document findings. Maintain a recurring inspection schedule for assigned Public Works facilities, storage sites, and work locations. Ensure hazardous materials are properly stored, labeled, handled, and disposed of in accordance with applicable policy and procedure. Maintain a calendar of assigned recurring regulatory training, testing, inspections, and audits. Prepare inspection reports identifying deficiencies, relevant compliance information, and recommended corrective actions. Provide completed inspection reports to the Safety & Training Manager and appropriate operational staff in a timely manner. Qualifications
Job Requirements
  • Associate degree in occupational safety, industrial safety, environmental health, risk management, training and development, or a closely related field.
  • Documented work experience may be substituted for the required education on a two (2) for one (1) basis.
  • Over two (2) years of progressively responsible experience in workplace safety, employee training, safety inspection, commercial vehicle or heavy-equipment operations, or a related field.
  • Must have or obtain City-approved train the trainer certifications in Work Zone Safety, Confined Space, Bucket Truck, Forklift, and Flagger within six (6) months of hire date.
  • Must have or obtain OSHA 30-Hour certification within one (1) year of hire.
  • Must have or obtain required FEMA/Incident Command System certifications as designated by Public Works within established departmental timeframes.
  • Must obtain and maintain any certifications required to perform assigned CDL training or testing functions.
Preferred Qualifications
  • Additional college, vocational, or technical training in occupational safety, industrial safety, risk management, employee training, or a related field.
  • Experience conducting classroom, equipment, commercial vehicle, or behind-the-wheel training.
  • Experience conducting workplace safety inspections and accident/incident investigations.
  • OSHA, safety, defensive-driving, First Aid/CPR, or related professional certifications.
  • Experience in public works, utility, fleet, construction, industrial, or similar operations.
Driver's License Requirements
  • Valid South Carolina Class B CDL, or the equivalent CDL from their state of residence.
  • Valid South Carolina Class A Commercial Learner's Permit (CLP) within three (3) weeks of hire, or the equivalent CLP from their state of residence.
  • Valid South Carolina Class A CDL with tanker endorsement within three (3) months of hire, or the equivalent CDL from their state of residence.
  • Please be advised: Applicants who do not intend to relocate to South Carolina, must reside in a neighboring State (Georgia or North Carolina) and must meet the same CDL requirements as residents of South Carolina. In addition, employees residing in a neighboring state are required to provide to the City of Greenville an annual Motor Vehicle Record from their state's Department of Motor Vehicles at the sole cost of the employee.
