Position summary
Tantus, a Sikich Subsidiary, is seeking a Functional Project Manager to support the Department of Health and Human Services (HHS), Office of Finance (OF), with a primary focus on the Financial Business Intelligence System (FBIS) and related OBIEE reporting initiatives. This role manages the planning, coordination, and delivery of enhancements, data integration, reporting solutions, and modernization activities across FBIS. The PM ensures alignment with ASFR/OF financial management priorities, facilitates cross-component collaboration, and maintains governance structures that support transparency, compliance, and timely delivery.
Will be working on site in Washington, DC.
What will you do in this role?
  • Lead planning, execution, and delivery of FBIS/OBIEE reporting initiatives, including enhancements, RPD updates, data model changes, and dashboard/report development.
  • Serve as a technical oversight and QA reviewer, independently evaluating OBIEE/OAS solution designs, SQL logic, data transformations, and reporting outputs produced by the implementation team.
  • Review and challenge technical assumptions, estimates, sequencing, and design decisions to ensure feasibility, quality, and alignment with FBIS standards.
  • Validate OBIEE RPD modifications, subject area designs, and data model updates to ensure accuracy, consistency, and adherence to HHS data governance practices.
  • Coordinate requirements gathering with OF stakeholders, financial analysts, and data owners, translating business needs into detailed technical specifications.
  • Manage Agile and hybrid SDLC workflows, including backlog prioritization, sprint planning, and cross functional coordination with developers, data engineers, and QA resources.
  • Maintain PMO governance artifacts for FBIS projects, including schedules, risk/issue logs, decision trackers, and status reports aligned to PM Support II standards.
  • Identify data quality issues, validate root causes, and assess downstream reporting impacts, escalating risks and recommending mitigation strategies.
  • Support FBIS/OBIEE modernization efforts, including migration planning, performance optimization, and transition to future state analytics platforms.
  • Facilitate stakeholder engagement across ASFR, OF, PSC, and HHS components to align reporting needs, manage dependencies, and ensure delivery readiness.
  • Collaborate with cybersecurity and compliance teams to ensure reporting environments adhere to RMF, ATO, and data protection requirements.

What do you need to succeed in this role?
  • U.S. Citizenship (required for HHS systems access) and ability to obtain/maintain a Public Trust clearance.
  • 8+ years of experience managing IT, BI, or data/reporting projects within federal financial environments.
  • Hands on experience with OBIEE or OAS, including RPD development, data modeling, subject area design, or dashboard/report creation.
  • Ability to read, interpret, and validate SQL queries, data transformations, and reporting logic.
  • Experience performing QA or technical oversight on BI/reporting projects, including reviewing developer deliverables for accuracy and completeness.
  • Strong understanding of federal financial reporting, UFMS data structures, FBIS subject areas, and OBIEE data models.
  • Demonstrated ability to evaluate technical approaches, identify risks, and provide objective, evidence based feedback to implementation teams.
  • Proficiency with project management and collaboration tools (Jira, Confluence, MS Project, SharePoint).
  • Excellent communication skills with the ability to translate technical concepts into business friendly language.
  • Ability to support Agile and hybrid SDLC delivery, including backlog prioritization, sprint planning, and iterative release management.

Preferred Certifications & Qualifications
  • Prior experience supporting HHS, ASFR/OF, PSC, or federal financial systems (UFMS, FBIS, OBIEE, DATA Act reporting).
  • Familiarity with OBIEE RPD, OAS migration, ETL workflows, or financial data structures.
  • Experience supporting governance frameworks, audit readiness, or financial reporting compliance.
  • Background in BI platform modernization, DevOps practices, or optimization of legacy reporting platforms

In compliance with this state's pay transparency laws, the salary range for this role is $140,000- $145,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
