Job Description:
Position Summary:
  • Supervise contract Right-of-Way (ROW) personnel assigned to one or more pipeline projects with multi-million-dollar ROW budgets.
  • Participate in the development and execution of strategic project plans while ensuring compliance with all applicable Federal, State, and Local regulations.
  • Coordinate land acquisition activities, regulatory requirements, landowner communications, and construction support throughout all phases of the project.
  • Support projects requiring participation in the FERC pre-filing and application process.
Responsibilities:
  • Supervise contract Right-of-Way staff throughout all phases of assigned projects.
  • Participate in the development and monitoring of strategic project execution plans and schedules while considering all applicable Federal, State, and Local laws, regulations, permits, and project requirements.
  • Coordinate survey activities, landowner notifications, and landowner outreach meetings necessary to meet FERC filing requirements.
  • Manage project budgets, schedules, and risks related to the acquisition strategy.
  • Direct the negotiation of easements, permits, licenses, and leases.
  • Monitor construction activities and the settlement of landowner damages.
  • Coordinate with the Documents Specialist regarding tract files, title documentation, forms, and project progress.
  • Coordinate with the project team regarding access roads, additional temporary workspaces, and land-related construction requirements.
  • Utilize Microsoft Office applications and email for project documentation and communication.
  • Report project status and progress to the Right-of-Way Project Manager(s).
Required Qualifications:
  • Preferred minimum of 2 years of supervisory experience or experience as a Principal Right-of-Way Agent.
  • Understanding of the FERC pre-filing and application process, including regulatory timelines and requirements.
  • Experience supervising Right-of-Way acquisition activities for large infrastructure or pipeline projects.
  • Experience managing project budgets, schedules, acquisition strategies, easement negotiations, permits, licenses, and leases.
  • Ability to coordinate survey activities, landowner outreach, and construction support.
  • Proficiency in Microsoft Office applications and email.
  • Strong leadership, communication, organizational, and coordination skills.
