Job description

M&S Engineering, LLC seeks a qualified Permit & ROW Technician at The Woodlands, Texas location to perform administrative/clerical work in support of the joint use permitting process for overhead electric distribution facilities, with secondary support to the Right-of-Way (ROW) group in easement recordation. This includes compiling permit data requirements, initiating both electronic and hard copy permit applications, determining necessary permits for different municipalities, Rail Roads (BNSF/UP), TXDOT, and other specialized areas, while communicating with involved parties to minimize turnaround time. The role also supports the ROW group in preparing executed easements for county clerk recording, tracking recording status, and maintaining easement records.

Responsibilities:

  • Coordinate with team members on schedule, delivery, and status of all permits.
  • Obtain documents from Electric Distribution Designers to facilitate the permit application process.
  • Prepare and submit permit applications to various agencies and boards having jurisdiction over required permits and/or approvals, including municipalities, TXDOT, BNSF, UP, and other specialized agencies.
  • Review plans issued for permitting for correct revision dates and permit details.
  • Coordinate paperwork and applications with the client, including updating and monitoring status in the work management system.
  • Perform data entry tasks for submittals and preparation of field packets for construction crews.
  • Work closely with agencies on permit status and ensure applications are processed in a timely manner.
  • Track, obtain, and archive all required approvals for permits, and act as liaison between the company and the client.
  • Produce and maintain schedules for all communities and coordinate with stakeholders from inception to approval of the permitting process.
  • Support the ROW group in preparing executed easement documents for submission to county clerk recording offices.
  • Submit easement documents for recording with the appropriate county clerk and track recording fees and confirmations.
  • Maintain the easement/ROW tracking log showing document status by project, county, and recording date.
  • Receive, verify, and archive recorded easement documents; distribute copies to the ROW group, client, and internal records as appropriate.
  • Coordinate with title companies, county clerks, and external ROW agents on recording status, corrections, and re-recording when needed.
  • Assist with assembly of easement packets and supporting documentation (surveys, exhibits, signature pages).
  • Schedule and coordinate meetings, appointments, etc.
  • Maintain all company files relating to permitting and ROW documents.
  • Prepare reports, memos, and other documents using word processing, spreadsheets, databases, or presentation software (Microsoft Office).
  • File and retrieve documents, records, and reports.
  • Assist with special projects and assume responsibility for the development, administration, and promotion of specific projects, as required.
  • Completion of RFQs, prequalification documents, contracts, and proposals.
  • Perform other duties as assigned.

Qualifications:

  • High School Diploma, or equivalent, is required. Associate degree or college coursework is a plus.
  • Minimum of 1 year of experience in administrative type roles and duties.
  • Proficiency in Microsoft Office applications, particularly Word and Excel.
  • Strong organizational, analytical, and problem-solving skills.
  • Detail-oriented with the ability to maintain accurate records and logs across multiple concurrent projects.
  • Excellent written and verbal communication skills; comfortable corresponding with external agencies, county clerks, and clients.
  • Must be energetic, self-motivated, and able to work both independently and on a team.
  • Be personally accountable for the quality and accuracy of work product.
  • Must be self-starter and able to work both supervised and independently.
  • Familiarity with permit submittal platforms (Texas UIR, BNSF, UP) or county clerk recording processes is a plus, not required.
  • Experience in the fields of power distribution, transmission, ROW, surveying, or paralegal/title work would be beneficial.
  • Ability to pass background check and drug screening and possess a current Drivers License with an insurable driving record.
