Torch Technologies is seeking a high-performing Program Manager - Technical to support the Technology Development Business Unit (TDBU), Mechanical Division. This position will provide direct support to the Division Senior Manager in managing the overall strategy, operations, performance, and growth of the division. The Program Manager - Technical will integrate technical, cost, schedule, and resource requirements while supporting program execution, customer engagement, risk management, and business development activities. This role requires strong technical program management experience and the ability to work effectively with senior leadership, program managers, technical leads, and customers in a fast-paced defense environment.

As a Program Manager - Technical, your duties will include the following, but are not limited to:

  • Lead and coordinate inputs across technical teams to support integrated business planning and program execution.

  • Integrate cost, schedule, resources, and technical requirements to support successful program execution.

  • Develop and maintain schedules, forecasts, budgets, and program performance metrics.

  • Support Earned Value Management (EVM), Estimates at Completion (EACs), and cost/schedule variance analysis.

  • Prepare executive-level briefings, reports, white papers, and other program documentation.

  • Support risk management activities, including schedule mitigation and avoidance actions.

  • Provide regular communication to senior leadership and customers on technical, financial, and schedule performance.

  • Support customer engagement, technical strategy, and business development activities.

  • Support proposal development, pricing, and execution of defense-related programs.

  • Collaborate with program managers, technical leads, and senior leadership to support resource planning and forecasting.

  • Support the development and execution of IR&D initiatives and new programs.

  • Identify opportunities to improve operational efficiency, program performance, and organizational growth.

Required Qualifications:

  • U.S. Citizenship.

  • Bachelor's degree in engineering, science, business, or a related technical discipline from an accredited university.

  • 8+ years of engineering project or program management experience.

  • Experience developing integrated master schedules, estimates, pricing, and executing projects within budget and schedule.

  • Experience managing engineering-intensive projects within a structured quality management environment.

  • Experience supporting proposals, contract execution, and defense-related programs.

  • Strong understanding of cost, schedule, risk, and technical performance management.

  • Strong written and oral communication skills, including experience presenting to senior leadership and customers.

  • Ability to manage multiple priorities and work effectively in a fast-paced environment.

  • Active Secret Security Clearance or eligibility to obtain a Secret Security Clearance.

Preferred Qualifications:

  • Active Top Secret Security Clearance.

  • Project Management Professional (PMP) certification.

  • Experience developing and executing IR&D programs.

  • Experience creating and sustaining new projects, programs, or product lines.

  • Experience with Earned Value Management (EVM) and Estimates at Completion (EACs).

  • Experience supporting business development, capture, and proposal activities.

  • Experience working with DoD or defense-related organizations.

  • Graduate degree in engineering, science, business, management, or a related discipline.
