Major Duties
- Serves as Enterprise Risk Management (ERM) Program Manager and Defense Logistics Agency (DLA) Chief Risk Officer (CRO) under the Chief of Staff (CoS), providing oversight of the agency ERM framework.
- Synchronizes and integrates an ERM framework across all DLA program offices. Chairs the Enterprise Risk Working Group (ERWG) to provide a consistent methodology to support risk-informed decision making.
- Develops robust reporting and analysis to provide a comprehensive portfolio view of agency-wide risks, aligning mitigation efforts with DLA’s defined risk appetite and tolerance.
- Integrates ERM and RMIC frameworks across DLA by collaborating with audit readiness initiatives, the Office of Inspector General (OIG), and governance boards to ensure efficient risk discovery and mitigation.
- Serves as the primary advisor to the Director, Chief of Staff (CoS), and Senior Leaders on all matters concerning risk management, governance, and internal management controls.
- Manages subordinate staff, including selections, promotions, performance evaluations, training plans, resource allocations, and resolving grievances or disciplinary matters.
Qualification Summary
To qualify for a Chief Risk Officer (Enterprise Risk Management Program Manager), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Designing reporting procedures and conducting risk analyses to provide senior executives with a portfolio-wide view of risks aligned with organizational tolerance. Advising senior leaders on risk management, internal controls, and audit readiness while coordinating across agency governance boards and oversight bodies. Experience supervising a team, including evaluating performance, managing resources, resolving grievances, and coordinating contractor workflows. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Reemployed Annuitants: This position does not meet criteria for appointment of Reemployed Annuitants.
