Job description
The official title of this position is General Engineer (Futures Strategy and Policy Analyst) GS-0801-13/14.Qualifications:Do NOT copy and paste the duties, specialized experience, or occupational assessment questionnaire from this announcement into your resume as that will not be considered a demonstration of your qualifications for this position. Your resume must describe your work and experience, in your own words.
To be considered minimally qualified for this position, you must demonstrate that you have the required education and experience for the respective grade level in which you are applying.
Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below.
BASIC REQUIREMENTS:
A. Degree: Bachelor's or higher degree from an accredited institution that included a major field of study in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A above.
- Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
You qualify at the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing all the following duties:
- Analyzing future risks and management options as a part of broader efforts to inform decision-makers;
- Reviewing, analyzing and assessing data obtained from various sources to evaluate conditions that may impact the strategic operating environment;
- Contributing to the development of risk mitigations; and
- Supporting teams to create and/or update knowledge transfer products to support critical infrastructure stakeholders.
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing all the following duties:
- Leading the analysis of future risks and management options as a part of broader efforts to inform decision-makers;
- Designing and applying methods and techniques to transform technical information/data into actionable risk mitigation guidance;
- Leveraging knowledge of current and emerging technologies to incorporate into strategic initiatives; and
- Leading teams to create and/or update knowledge transfer products to support critical infrastructure stakeholders.
All qualification requirements must be met by the closing date of this announcement.Education:For positions with an education requirement, or if you are qualifying for a position based on education in combination with experience, or by substituting education or training for experience, you MUST submit a copy of your transcripts or equivalent. Unofficial transcripts will be accepted that includes your name, name of the educational institution, declared degree program, course title(s), credits completed, grade, date of completion, Grade Point Average (GPA), and date of degree conferral. An official transcript will be required if you are selected.
Education must be from an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
Graduate Education: One academic year of graduate education is the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program. It is your responsibility to provide such evidence with your application. See Recognition of Foreign Qualifications for more information.Employment Type: OTHER
