About the Position

FiscalNote is seeking an experienced Senior Recruiter to help foster a best-in-class recruiting operation. Working cross-functionally, you will blend strategic talent vision with hands-on execution. You will build deep relationships internally and externally, managing full-lifecycle recruiting from sourcing to offer, while elevating our community engagement, ATS workflows, and employer branding.

This role requires a proactive partner who can drive key hires-focusing heavily on sales, technical, and developmental roles-while simultaneously coaching hiring teams, tracking performance metrics, navigating recruiting technology, and laying the groundwork for new talent markets.

What To Expect In This Position
  • Full-Lifecycle Recruiting: Lead and execute full-lifecycle searches across assigned requisitions-including key sales, developmental, tech, and corporate roles-maintaining a strong candidate pipeline and driving searches forward with a strong bias for action.
  • Process & ATS Management: Leverage expertise in Lever and/or Rippling to execute recruiting workflows, track pipeline metrics, ensure clean data hygiene, and continuously optimize talent operations for scalability.
  • Strategic Talent Partnership: Act as a consultative talent advisor to hiring managers and department leaders, coaching them on interviewing best practices, market dynamics, and structured evaluation.
  • Employer Branding & University Relations: Identify creative approaches to leverage FiscalNote's brand. Build and manage relationships with universities, educational institutions, and professional communities through targeted events (hosted and attended) and online networks.
  • Market Expansion: Help "break ground" in new talent markets (domestic or international) through market research, networking, and creative sourcing strategies.
  • Vendor & Metric Management: Oversee external vendor relationships, tool performance, and candidate engagement metrics to drive continuous improvement in site traffic and application conversion.

What Sets You Apart
  • Experience: 3-5+ years of full-cycle recruiting experience in a fast-paced, rapidly growing environment (preferably within tech, media, or dynamic corporate environments). Experience with both internal recruiting and agency environments is a plus.
  • Systems & Tech Savvy: Strong familiarity and hands-on experience using Lever as an Applicant Tracking System and Rippling for HRIS/onboarding workflows. Proficient with advanced sourcing tools (LinkedIn Recruiter, Handshake, etc.).
  • Sales & Specialized Sourcing: Proven track record of sourcing and closing competitive roles, particularly within Sales/Business Development Representatives, Account Executives, and growth-focused positions.
  • Consultative Mindset: Strong ability to act as a talent partner to leaders, utilizing data, structured interviewing methodologies, and strategic negotiation skills to drive optimal hiring decisions.
  • Employer Brand & Networking: Experience organizing community events, university relations, and leverage channels to build talent pools and elevate employer presence.
  • Inclusive Hiring Track Record: A demonstrated commitment to embedding equity, broad sourcing outreach, and fair evaluation practices throughout the entire hiring funnel.
  • Adaptability & Execution: Ability to thrive in an evolving, ambiguous environment with enterprise-level problem-solving abilities and a strong team-first mentality.
  • Education: Bachelor's Degree in Business, Social Sciences, HR, or equivalent practical experience.
