The Regional Property Manager (RPM) has authority and accountability relating to responsibilities that include but are not limited to, the following. Overall successful management of a group of apartment communities under the direction of the Sr. Regional Property Manager. Responsible for the overall budget, operations, and management of leasing and service operations for growth, income, and cash flow while maintaining quality apartment units. Supervise, direct, and motivate Property Managers. Develop and attain production goals.
 

Conduct all communications with our customers, prospects, applicants, residents, or coworkers in a manner consistent with the Company's Customer Service Program and philosophy. 

  • Ensure adherence to all Company policies and procedures
  • Supervise and empower staff to achieve regional apartment goals as defined for the
  • Region in the Company Business Plan, and with consistent adherence to and enforcement of Company principles, policies, procedures, priorities, and budget, parameters.
  • Achievement of Business Plan goals which include, but are not limited to quality apartment product, customer service, resident retention, quality turnover, apartment availability, occupancy, GRP, collections, efficiency of operations (with attention to expenses, budgets, cost savings, and controls), and proper quality staffing.

This role is 100% onsite at our VA Regional Office in Richmond, VA.


Responsibilities

  • Maintenance and enhancement of the positive profitability of apartment operations
  • Provide direction for the organization and implementation of staff meetings between
  • Work with Property Managers to promote teamwork in the achievement of goals
  • Maximize rental revenue while ensuring apartment marketability
  • Supervise the preparation of and accountability for apartment property budgets
  • Responsible for budgeting and purchasing to include ongoing review of payables, petty cash disbursements, utility bill analysis, and cash flow statements; compliance with limits on purchase order approvals; submission for approval of New Request Forms as necessary for capital or over budget items; and enforcement of competitive bidding policy to support purchasing decisions.
  • Conduct monthly property inspections with Property Managers (PMs) nd follow up as needed
  • Update Corporate Checklists monthly
  • Develop property capital improvement plans
  • Overall supervision of property special projects
  • Ensure consistency and efficiency in property leasing and service operations
  • Ensure delivery of exceptional service based on the Company's Customer Service Program
  • Attend zoning meetings and oversee the analysis of zoning matters
  • Supervise maintenance and implementation of contemporary standards for apartments
  • Supervise collection and posting of crime survey information and distribution
  • Periodic checks to ensure consistent timely bank deposits
  • Enforce employee training requirements
  • Supervision of Employee Awards Programs
  • Recruitment and advertising for available positions in the Region
  • Maintain well-qualified staff

Chair the following Committees:

  • Member and participant in the following Cabinets/Committees: Apartment Review Cabinet (ARC), Risk Management Cabinet, Apartment Policy Cabinet, and Cost Savings Committee.
  • Reviewing, understanding, complying and ensuring compliance with the Operations and Maintenance (O&M) Plans for Lead-Containing Coatings and for Asbestos Containing
  • Materials, Lead and Asbestos Work Practice Manuals, Respiratory Protection Program and Hazard Communication (HazCom) Program, and any other programs implemented by the Special Programs Administrator or company trainers, as appropriate to the Region.
  • Perform other duties as assigned
  • Demonstrate interpersonal, leadership, and management skills


 

Requirements

  • College degree with emphasis on business or real estate preferred
  • Experience - (Experience requirements can overlap) Eight (8) years in property management, five (5) years in apartment property management
  • Supervising full office and service operations; minimum of 3 years
  • Overall apartment property manager, including leasing and service operations for 1500+ apartment units. Efficient computer skills.
  • Construction knowledge and experience preferred.

A valid driver's license and proof of insurance required, along with a passing criminal background check and pre-employment drug testing.
