Residential Program Manager (QIDP) – Direct Hire
Location: Carmel, NY
Job Type: Full-Time | Direct Hire
Pay: $28.00–$30.00/hour + Benefits
Schedule: 37.5 hours/week
Weekend Requirement: Must work one weekend day each week
Availability: Flexible availability for days, evenings, and occasional overnights

Ethan Allen Workforce Solutions is seeking a Residential Program Manager (QIDP) to oversee residential and community-based services for individuals with intellectual and developmental disabilities (IDD).
QIDP stands for Qualified Intellectual Disabilities Professional. This is a leadership opportunity for an experienced human services professional who is passionate about person-centered care, supporting independence, and helping individuals achieve meaningful goals.
As a Residential Program Manager, you will oversee program operations, staff, services, documentation, and regulatory compliance while working closely with families, Care Managers, clinicians, and other professionals.
Residential Program Manager Responsibilities

  • Oversee residential and community-based programs and services
  • Develop, implement, and monitor individualized goals, support plans, and programming
  • Participate in Life Plan and interdisciplinary team meetings
  • Ensure accurate and timely completion of required documentation
  • Monitor program quality, operations, staffing, and regulatory compliance
  • Supervise, coach, train, and evaluate Direct Support Professionals (DSPs)
  • Coordinate staffing coverage to ensure individuals receive consistent, quality support
  • Communicate with families, guardians, Care Managers, clinicians, and other stakeholders
  • Ensure incidents, investigations, and corrective actions are properly documented and addressed
  • Conduct program observations and support quality improvement efforts
  • Assist with audits, inspections, and regulatory reviews
  • Support crisis intervention and emergency response when needed
Qualifications
  • Bachelor’s degree required in Human Services, Psychology, Social Work, Special Education, Rehabilitation, or a related field
  • At least 1 year of experience working with individuals with intellectual and developmental disabilities (IDD) or in a related human services setting
  • Experience with OPWDD services, service coordination, person-centered planning, case management, or residential programs preferred
  • Previous supervisory, management, or team leadership experience preferred
  • Strong communication, organization, documentation, and staff development skills
  • Working knowledge of OPWDD regulations and developmental disability services preferred
  • Valid New York State Driver’s License required
  • Ability to travel between program locations in White Plains, Fishkill, Wappingers Falls, Brewster, and Carmel
  • Ability to obtain and maintain required certifications, including AMAP and agency vehicle certification
