Regional Director - Residential Services

Location: East Moline, Illinois

Job Type: Full-time, W2

Work Setting: Primarily onsite in administrative and community-based residential settings

Schedule: Typically Monday through Friday, approximately 8:00 AM to 5:00 PM, with flexibility based on operational needs

Pay: $95,000 to $125,000 annually, based on experience and qualifications

Travel: Local travel is required, with mileage reimbursement provided


Overview

We are seeking a Regional Director to oversee residential and community-based services in the Moline area.


This is a regional operational leadership position focused on staffing, team development, service quality, regulatory compliance, and consistent execution across multiple residential programs. The Regional Director will lead an established group of clinical and program leaders, strengthen delegation and accountability, and ensure important responsibilities are completed accurately and on time.


The organization supports adults with intellectual and developmental disabilities through highly individualized residential services. The successful candidate must be comfortable making thoughtful decisions in a regulated environment where each person’s needs may require a different approach.


Responsibilities

  • Provide operational leadership for residential and community-based services throughout the region.
  • Lead, coach, and develop a multidisciplinary group of clinical and program leaders.
  • Create clear ownership of responsibilities through effective delegation, accountability, and follow-up.
  • Support leaders in addressing vacancies, call-offs, employee performance concerns, and coverage needs.
  • Ensure effective staffing plans across 24/7 residential programs.
  • Promote person-centered services aligned with individual goals, support plans, and behavior-support procedures.
  • Monitor compliance with Illinois developmental disability requirements, waiver regulations, organizational policies, and quality standards.
  • Review documentation, audits, employee records, billing processes, and regulatory materials for accuracy and timely completion.
  • Lead quality improvement, staff development, risk-management, and corrective-action initiatives.
  • Collaborate with clinical professionals, program leaders, service coordinators, guardians, families, and organizational executives.
  • Visit residential locations to maintain visibility, evaluate operations, and support employees and leaders.
  • Provide calm, decisive leadership during staffing emergencies, behavioral incidents, service concerns, and other crisis situations.
  • Participate in the organization’s escalation process and remain informed of significant regional events.
  • Complete required organizational training and continuing education.


Required Qualifications

  • Master’s degree in human services, social services, psychology, behavioral health, organizational leadership, or a closely related field.
  • Exceptional candidates with a bachelor’s degree may be considered when they have substantial directly relevant residential, developmental disability, clinical, or senior operational leadership experience.
  • Progressive supervisory or management experience in human services, residential services, developmental disability services, behavioral health, or a comparable setting.
  • Demonstrated ability to lead managers, delegate responsibilities, establish accountability, and ensure completion.
  • Strong organizational skills and the ability to balance staffing, operational, clinical, and compliance priorities.
  • Positive and adaptable leadership style with the ability to motivate and develop a multidisciplinary team.
  • Strong written, verbal, and interpersonal communication skills.
  • Ability to work effectively in a highly regulated and individualized service environment.
  • Valid driver’s license, current automobile insurance, and ability to travel locally.
  • Ability to complete employer-provided training, including CPR, Safety Care, and other program-specific requirements.


Preferred Qualifications

  • Leadership experience in CILA programs, developmental centers, intermediate-care facilities, residential I/DD services, or similar settings.
  • Experience supporting adults with intellectual or developmental disabilities.
  • Knowledge of Illinois developmental disability waiver requirements and related regulations.
  • Current QIDP qualification or previous QIDP experience.
  • Experience overseeing multiple residential locations or geographically dispersed programs.
  • Experience supervising clinical, program, and operational leaders.
  • Experience with staffing strategy, quality assurance, regulatory audits, billing, or budget oversight.

Current QIDP status is preferred but is not required for an otherwise qualified candidate. Training will be provided.
