Job description

Modern Technology Solutions, Inc. (MTSI) is seeking an Advanced Programs Requirements Manager to support Advanced Programs within Air Force Materiel Command (AFMC) at Wright-Patterson AFB, OH. The selected candidate will play a key role in shaping future Air Force capabilities by leading requirements development, validation, and integration across the DoW and Air Force corporate acquisition structure.
MTSI is dedicated to providing top-tier engineering and acquisition expertise to help the Department of the Air Force deliver dominant warfighter capability. If you are driven, mission-focused, and eager to support highly classified Advanced Programs, we'd love to meet you.
Major Duties and Responsibilities
• Lead day-to-day requirements development activities for Advanced Programs across both Lead Command and Implementing Command responsibilities.
• Manage analytic studies and capability assessments supporting the Department of the Warfighter (DoW) requirements process and current Air Force requirements development frameworks.
• Represent AFMC in Air Force Capability Development Working Groups, and prepare Senior Leaders for participation in corporate governance forums (e.g., Air Force Requirements Oversight Council equivalents, Boards, Councils).
• Develop, prepare, and staff validated requirements documents aligned with current DoW requirements processes, including Modernized Capability Development Documents and Middle Tier Acquisition (MTA) pathways.
• Define, advocate, and track requirements across the full acquisition lifecycle, including development, fielding, sustainment, and disposal phases.
• Support integration of validated requirements into Program Objective Memorandum (POM) planning and alignment with Service and Defense-level strategic guidance.
• Represent AFMC on Integrated Product Teams and prepare Senior Leaders for major milestone engagements throughout acquisition pathways (MTA, Adaptive Acquisition Framework, rapid acquisition processes).
• Advise Senior Leaders on capability gaps, risk assessments, and traceability across requirements, resourcing, and acquisition planning activities.
Required Skills and Experience
• Demonstrated experience with weapon system acquisition, logistics, and sustainment processes within the Air Force.
• Prior experience supporting Advanced Programs requirements activities.
• Minimum of 5 years providing USAF technical, engineering, or program management support.
• Recent Air Force staff experience with understanding of AFMC organizational and staffing processes.
• Minimum 12 months prior Special Access Program (SAP) experience.
• Ability to work in a collaborative, fast-paced environment with demonstrated leadership skills.
• Strong organizational, analytical, and communication skills with proficiency in standard MS Office tools.
Desired Skills
• Prior military or DoD civilian experience strongly preferred.
• Working knowledge of national, DoD, and Department of the Air Force statutory, regulatory, and policy frameworks for acquisition, PPBE, and requirements development.
• Experience supporting programs entering early acquisition phases (e.g., Materiel Solution Analysis) through lifecycle milestones (MSA, AoA, Preliminary and Critical Design Reviews, operational testing, etc.).
• Familiarity with the Department of the Warfighter requirements ecosystem and current Air Force corporate governance processes.
Education Requirements
• Associate's degree required; bachelor's degree in a technical field or equivalent experience preferred.
• DAU Requirements Management Level B Certification desired.
• Must complete Requirements Management Certification Training per current Department of the Air Force / DoW guidance within 6 months of hire.
Security Clearance Requirements
• Active TS/SCI clearance or TS/SCI eligibility required.
• SSBI, SSBI-PR, Tier 5, or equivalent investigation within the last 5 years.
• Must be willing to undergo polygraph and drug screening as required.
• U.S. citizenship required.
Travel
• Regular travel required.
