Job description

Job Summary:

The Senior Business Analyst serves as a strategic partner for the Testing & Certification Business Unit, working closely with Project Managers, business leadership, and state and provincial DMV customers to translate complex jurisdictional requirements into robust driver and skills testing software solutions.

This role is essential to delivering successful multi-jurisdiction implementations that align with both customer business needs and Neumo's product strategy. You will lead requirements elicitation, evaluate solution approaches, and drive stakeholder engagement to ensure on-time delivery and seamless customer adoption.

Duties & Responsibilities:

Requirements Gathering & Analysis

  • Elicit, document, and analyze requirements from DMV stakeholders, examiners, and internal teams.
  • Translate jurisdiction-specific testing rules, CDL and operator license endorsement criteria, scoring methodologies, and regulatory mandates (FMCSA, AAMVA) into clear, testable requirements.
  • Produce comprehensive business requirements documents, user stories with acceptance criteria, process flows, and requirements traceability matrices.
  • Identify gaps and conflicts across jurisdictional rule sets and recommend resolution strategies.
  • Partner with development and QA to confirm feasibility, resolve ambiguity, and ensure accurate implementation of each jurisdiction's policies.
  • Perform other duties as assigned.


Solution Evaluation & Recommendation

  • Evaluate and recommend solution options for each jurisdiction's testing program, including platform configuration, custom development, and third-party integrations (DMV systems, biometric verification, scheduling, payment).
  • Analyze and assess technical feasibility, implementation cost, schedule risk, and workflow impact.
  • Document trade-offs and present recommendations to leadership for informed decision-making.
  • Ensure recommended approaches are practical, scalable across jurisdictions, and aligned with Neumo's product roadmap.


Stakeholder Engagement & Communication

  • Serve as the primary requirements liaison between teams and DMV customers throughout the entire project lifecycle.
  • Lead requirements workshops and design reviews with jurisdictional stakeholders.
  • Facilitate user acceptance testing and gather feedback for refinement.
  • Manage change requests and ensure regulatory or policy updates are incorporated without disrupting delivery.
  • Build customer trust, set clear expectations, manage risks early, and support on-time go-lives and smooth adoption.
Education and Experience:
  • Bachelor's degree in Business, Information Systems, Computer Science, Public Administration, or related field; equivalent professional experience considered.
  • 5+ years of business analysis experience on software implementation or product development projects.
  • At least 2 years of experience with enterprise or government-sector applications.
  • Demonstrated experience delivering requirements for regulated, rules-driven software (driver testing, licensing, certification, examinations, or government platforms strongly preferred).
  • Working knowledge of software development lifecycle methodologies (Agile, Scrum, hybrid, waterfall) and the BA's role across discovery, design, build, UAT, and go-live.
  • Experience working directly with external customers and government agencies, including requirements workshops, demos, and user acceptance testing.
  • Business Analyst Certification.
Knowledge, Skills and Abilities:
  • Expert-level requirements elicitation and analysis with the ability to translate complex jurisdictional rules and regulatory language into clear, testable requirements.
  • Knowledgeable in standard BA artifacts: business requirements documents, user stories, acceptance criteria, process flows, requirements traceability matrices, and gap analyses.
  • Proficient with requirements and collaboration tools (Jira, Confluence, Azure DevOps, or equivalent) and diagramming tools (Visio, Lucidchart).
  • Strong analytical and problem-solving skills; ability to reconcile conflicting stakeholder needs and recommend pragmatic solutions.
  • Excellent written and verbal communication; able to lead workshops, present to executives, and explain technical concepts to non-technical audiences.
  • Strong organizational and project management skills with ability to manage multiple concurrent jurisdictional implementations.
  • Self-directed and collaborative; comfortable operating independently while partnering closely with Project Managers, developers, QA, and customers.
  • Familiarity with CDL and operator license testing standards (FMCSA, AAMVA) or comparable regulatory frameworks.
  • Experience with government DMV systems, licensing platforms, or similar public-sector software solutions.
Work Environment:
  • Office setting with individual workstations and moderate noise levels.
  • Regular use of telephone and computer systems.
  • Frequent communication via phone, email, and video conferencing.
  • Limited travel may be required.
