Job Description:

Parsons is seeking a highly skilled Requirements Engineer with a strong focus on Technical Assurance to support a major infrastructure project: the Gateway Hudson Tunnel Project. This role is ideal for a detail-oriented professional who excels in requirements engineering, verification and validation (V&V), and compliance for
complex rail infrastructure projects. You will play a critical technical role in ensuring that system and project requirements are accurately captured, validated, traced, and maintained throughout the lifecycle of the project-from design through construction and commissioning. Your work will directly support the delivery of a safe, reliable, and regulatory compliant tunnel system.

Program background

The Gateway Program is the most urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

Job Description

In this role, you will be responsible for supporting the end-to-end lifecycle of project requirements-ensuring that system, safety, and operational requirements are clearly defined, traceable, and properly verified and validated through design, construction, and commissioning. The ideal candidate will bring a strong background in requirements for engineering and V&V practices within transportation or infrastructure projects.

What You'll Be Doing:

  • Support the development and implementation of the Requirements Management Plan for the project in alignment with FTA, FRA, and USDOT regulatory requirements.

  • Support with the consolidation of the HTP master design criteria requirements as single source of truth by building up traceability between business, systems and sub-systems requirements.

  • Execute technical assurance activities related to requirements identification, validation, traceability, and verification.

  • Work with design, systems, construction, and testing teams to ensure all contractual and regulatory requirements are properly interpreted and implemented.

  • Assist in developing and maintaining Requirements Verification and Traceability Matrices (RVTM/VCRM) for design packages and construction deliverables.

  • Ensure all requirements are "SMART" (Specific, Measurable, Achievable, Relevant, Time-bound) and can be properly verified during project phases.

  • Use Relatics, Genesys, DOORS, ComplyPro or similar tools to manage requirements and maintain full lifecycle traceability.

  • Participate in technical and design reviews, ensuring requirements coverage and proper handling of changes and deviations.

  • Support the configuration and change management processes by documenting and tracking engineering changes related to design criteria requirements.

  • Conduct quality and compliance audits of requirement documentation and deliverables.

  • Facilitate or participate in workshops with stakeholders to capture and clarify requirements.

  • Develop technical reports and dashboards to track requirements compliance and highlight risks or issues.

  • Support test and evaluation phases by confirming that all verification evidence meets predefined requirements criteria.

  • Ensure that requirements activities align with Project Development Agreements (PDAs), contract documents, and industry standards.

What Required Skills You'll Bring:

  • Minimum of 10 years of experience in requirements engineering, technical assurance, or systems engineering, with a strong emphasis on infrastructure or transportation projects.

  • Bachelor's degree in Engineering, Computer Science, or a related technical field.

  • Deep knowledge of FTA, FRA, and USDOT regulatory requirements and standards.

  • Experience using requirements management tools such as DOORS, Power Pro, or equivalent.

  • Demonstrated expertise in requirements development, traceability, validation, and verification.

  • Strong familiarity with system lifecycle processes including design, construction, testing, and commissioning.

  • Excellent analytical and documentation skills with high attention to detail.

  • Strong communication and stakeholder engagement skills.

  • Ability to work independently while collaborating across a multidisciplinary project team.

Preferred Qualifications:

  • Master's degree in a relevant field (Engineering, Systems Engineering, etc.)

  • Certification such as Certified Systems Engineering Professional (CSEP), IREB Certified Requirements Engineer (CRE), or PMP

  • Experience working on tunneling, rail, or mega infrastructure projects involving federal oversight.

  • Familiarity with ISO 15288, INCOSE guidelines, and quality assurance standards in engineering environments.
