Job description

Summary
This position is located under the United States Department of Labor (DOL), Employment and Training Administration (ETA), Atlanta Regional Office. This position performs a variety of program assignments in one or more front-line, core workforce development programs (i.e., Federal job training programs, such as programs authorized under the Workforce Innovation and Opportunity Act) within ETA.

Help
  • Manages a grant portfolio within assigned program area(s) of high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within his/her portfolio. Performs analyses of grant-related data, policy and program issues and applies problem solving techniques to address issues.
  • Engages in on-going communication with grantees. Communicates Federal and grant award requirements to grantees to ensure understanding of grant requirements.
  • Provides authoritative advice and consultation to ETA officials and customers on highly complex workforce development issues and concerns.
  • Serves as a liaison with other Federal agencies in the coordination of program activities.
  • Serves as a Regional Program Lead for one or more workforce development programs or functions. Provides leadership to individual workforce development specialists and/or teams or groups of specialist. Develops and delivers training and on-the-job training for Federal staff.
  • Serves in a senior capacity in: the development and coordination of various workforce development programs within the agency; the development of policy guidance and technical assistance resources for grantees and workforce system stakeholders; the development of internal standard operating procedures.
  • Serves as an agency expert on workforce development programs pertaining to a full range of issues, including highly complex and unusual issues.
  • Provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem solving techniques to address deficiencies.
  • Develops expert knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures.
  • Provides compliance assistance and ensures grantees deliver agreed upon products and services, achieves negotiated performance outcomes, and operates in accordance with programmatic, administrative, and budgetary requirements.
  • Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to evaluate the grantee's progress towards meeting the goals specified in the grant agreement with DOL ETA. Assesses the quality of the program and services. Ensures that grant activities are being conducted in compliance with the grant management and applicable Federal regulations.
  • Prepares and delivers presentations to various internal and external audiences on workforce development programs.

Qualifications
You must meet the Specialized Experience to qualify for Workforce Development Specialist, as described below.
For the GS-13 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience includes all of the following:
  • Applying grant regulations and rules to manage formula and discretionary grants;
  • Reviewing and analyzing federally funded workforce development program policies, processes, or practices to identify opportunities for improvement;
  • Providing technical guidance and assistance on workforce development program issues;
  • Working with Federal, state and local organizations on federally funded workforce development grants to enhance partnerships and improve the service delivery of the workforce system.

Education
There is no education substitution at the GS-13 level.
Additional information
This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:
- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.
Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
