Summary
This position may be filled using Direct Hire Authority: Z5CAV/Direct-Hire Authority (Certain DoD Personnel) PL 118-31, Sec 125OB (i)(2), 12/22/2023.This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024.
This position is part of the Defense Threat Reduction Agency, C4 Systems Directorate (J6).

Duties
Help
As a IT SPECIALIST (APPSW/DATAMGT) at the GS-2210-14 some of your typical work assignments may include:
  • The incumbent of the position serves as the senior manager within DTRA J6D who plans, develops, implements IT software and hardware concepts across the systems in the DSMS program office. This includes Defense Integration and Management of Nuclear Data Services (DIAMONDS), DIAMONDS Accountability Training System (DATS), Nuclear Inventory Management and Cataloging System (NIMACS), Joint Nuclear Weapons Publication System (JNWPS), Government Acceptance Testing System (GAT), DIAMONDS Energy eXchange System/Network (DEX), and Joint Application Design Environment System (JADE) software applications.
  • Activities include, but are not necessarily limited to support of data architecture in software development, integration, storage, and retrieval of data from both the legacy and modern DSMS and DEX systems, and modernization of our software distribution and maintenance processes.
  • Responsible for general and technical oversight of all data management tasks related to developing and maintaining data resources as related to the DSMS system, complementary systems, and support systems.
  • Formulates short and long range plans, coordinates and integrates a wide range of activities and allocates resources in order to complete software projects.
  • Manages the DSMS and DEX SDLC process, and oversees the work of government and contract employees performing such duties as assigning work, determining SDLC staffing needs, and assuring economical and efficient utilization of resources.

  • Acquisition Workforce position in Engineering, Technical Management area. Must be certified in Practitioner tier within 4 years. Required a minimum of 40 continuous learning points every fiscal year as a goal and 80 CLPs mandatory within 2 years
  • Required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993
  • The incumbent will be required to travel on military and/or commercial aircraft

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
  • Demonstrated the ability to plan and coordinate the development of data structures and access methodologies to ensure the availability, integrity, and confidentiality of data across large-scale legacy and modern enterprise systems.
  • Developed and led the implementation of policy and guidance to ensure high-quality data.
  • Led software development efforts that leverage modern software development techniques (i.e. Agile) and managed the full software lifecycle and leading key milestone assessments, such as business process, preliminary design, and critical design reviews) to guide the evolution of enterprise software and data ecosystems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below:
  • Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
