Summary
About the Position: Serves as a Transportation Specialist in the Puerto Rico Detachment to plan, coordinate, direct, control, and expedite the movement of cargo through terminals within the area of responsibility (AOR).

Duties
Help
  • Provides customer service to commercial and military shippers on technical transportation requirements, booking processes, and Integrated Book System (IBS) requirements.
  • Answers telephone and message queries relating to the movement of DOD cargo transiting the Area of Responsibility (AOR) and responds to all inquiries on cargo status.
  • Monitors and reports on import/export cargo time in terminal and identifies problems associated with aged cargo and implements corrective actions.
  • Reviews cargo outturn reports and shipment discrepancy reports to assess carrier's liability for losses/damages and recommends appropriate claim action.
  • Determines the most effective method for the nationwide movement of retrograde and frustrated cargo, and for local deliveries by classifying rates and routing a great variety of import cargo.
  • Operates the CONUS Freight Management (CFM) Electronic Transportation Acquisition (ETA) computer system to generate Government Bills of Lading (GBLs)/Commercial Bills of Lading (CBLs) for moving cargo to its destination.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • May be required to perform extended workdays/weeks to conform to military schedules to meet emergency situations.
  • Position may require occasional TDY travel.
  • Required to complete Contract Officer Representative (COR) training within 1 year of being placed in this position.
  • Required to fluently read, write and verbal speak English and Spanish. Defense Language Proficiency Test (DLPT) Score 2/2 is required.
  • Position is Emergency-Essential per AR 690-11, requiring duty continuity during crises or wartime. This status overrides transportation agreements and may involve added training, medical requirements, and deployment responsibilities.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires OGE Form 450 financial disclosure before employment and annually to ensure no conflicts between duties and financial interests.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Coordinating with commercial carriers to arrange the transportation and movement of freight; 2) Preparing, processing, and reviewing shipping and transportation documents (such as manifests, discrepancy reports, or customs forms) for accuracy and compliance with regulations; 3) Using automated transportation systems to track cargo, book shipments, and document movements; AND 4) Assisting in the monitoring of contractor performance to ensure compliance with the terms and conditions of a contract. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Proficiency Required: This position requires fluency in the English and Spanish languages. Required to fluently read, write and verbal speak English and Spanish. Defense Language Proficiency Test (DLPT) Score 2/2 is required.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
