Requirements

The Technical Delivery Manager is responsible for delivering technical projects across engineering, product, data, and operations teams. This role requires someone with a real engineering background who has written code, worked inside technical systems, and understands what it actually takes to build and ship software.


This person owns their projects fully and is accountable for delivery, not just status reporting. They can work alongside engineers to shape solutions, recognize when a technical approach has holes in it, and keep work moving in a fast-paced Agile environment. Experience in Federal Government, defense, or large Enterprise environments is a plus.

  • Own the planning, coordination, and delivery of technical projects.
  • Work with engineering leads, product managers, and domain experts to translate business requirements into project plans, delivery milestones, and measurable outcomes.
  • Drive end-to-end project management including scope definition, scheduling, dependency management, risk mitigation, and stakeholder communication.
  • Maintain project tracking, sprint alignment, and reporting that gives stakeholders real visibility without adding overhead.
  • Identify and manage dependencies across software development, data engineering, infrastructure, and client delivery teams.
  • Work alongside engineering teams building cloud-native platforms, APIs, and healthcare data solutions. Participate in technical discussions with enough depth to add value, not just take notes.
  • Evaluate technical approaches with a critical eye. Know when an estimate doesn't add up, when a design needs more thought, and when risk is being glossed over.
  • Facilitate project reviews, design discussions, and decision-making forums to remove blockers and keep teams aligned.
  • Continuously improve delivery processes, tooling, and documentation. Leave every project better than you found it.

Qualifications

  • Bachelor's degree in Computer Science, Engineering, Information Systems, or related technical field, or equivalent practical experience.
  • 3-6 years of experience in technical project management or software delivery, with a background that includes hands-on engineering, development, or solution architecture work.
  • Solid understanding of modern software development including cloud-native architectures, microservices, APIs, and distributed systems. 
  • Working experience with engineering stacks such as .NET, Java, React, Python, or JavaScript frameworks. Enough depth to follow technical conversations and ask the right questions.
  • Ability to coordinate cross-functional teams and manage competing priorities across concurrent work.
  • Strong communication skills with the ability to explain technical concepts to both technical and non-technical audiences.
  • Experience with Agile delivery frameworks and tools such as Jira, Confluence, or similar project management platforms.

Additional Requirements

  • Comfortable working in a fast-moving Agile environment where priorities shift and iteration speed matters.
  • Experience with healthcare data, interoperability standards (FHIR, HL7, claims data), or regulated environments is a plus.
  • Ownership mindset. When you see a problem, you take it on and drive it to resolution rather than waiting for direction.
  • Ability to develop solution options when faced with trade-offs and bring recommendations, not just questions.
  • Experience working with distributed teams and coordinating delivery across multiple stakeholders. 
  • PMP, Agile, or Scrum certifications are a plus but not required.

This is a fully remote position with occasional travel to our Virginia Beach headquarters or conferences as needed. The interview process will require live, on-camera video interviews and may include live technical assessment.
