Job description

Ross Professional Services, LLC (RPS) is an employment, technical support and integrated security services company located in Washington DC. We have provided professional support and operations to the District of Columbia and Federal government nationwide for over 25 years. RPS is a government contractor, in which our routine work consists of providing office support, technical writers, information technology support, contracting, accounting and other support for our government clients throughout the United States and District of Columbia


Title: Accelerated Technical Reviewer ($45-$50 per hr. – DC DOB)

Location: Department of Buildings (formerly DCRA) – 100% Remote

Duty Hours: Between 8:00am and 7:00pm (NTE 40hrs per week)

Days: Monday – Friday

Duration: ASAP – plus 2-3 option years

Hourly Rate:

  • $45.00 per hour (100% individual paid medical/dental/vision insurance, federal holidays, accrued vacation)
  • $50.00 per hour (paid federal holidays, accrued vacation, no paid insurance benefits)

Background:

DOB is responsible for regulating construction and business activity in the District of Columbia. The agency operates a consolidated permit intake center, as well as reviews construction documents to ensure compliance with building codes and zoning regulations. Construction activity, buildings and rental housing establishments are inspected, and housing code violations are abated, if necessary.

Ross Professional Services, LLC (RPS) is in search of the following positions and skills.

Experience/Knowledge:

The accelerated application technical reviewer has the knowledge of procedures and required items for submission will be necessary; performs an Accelerated Application Technical Review reviewing building permit applications and building plans, site plans, plan revisions, architectural drawings, engineering drawings, engineer's letters, electrical diagrams, equipment specifications, and related documentation; communicate with staff and customers before a project is accepted into ; determine, Sister agency submissions requirements; Zoning clearances, plan unit developments (PUD) , board of zoning (BZA), Certificate of Inclusionary zoning compliance (CIZC) Forms Green/Energy clearances, verification from sister agencies, Approvals from Office of Planning in respect to CFA, Historic, Public Space, Department of the Environment including flood Plane Storm matter and GAR..

  1. Follows DOB's Standard of Operating Procedures (SOPs) and District’s policies.
  2. Meets current SLAs for technical preliminary plan review communication responses and quality control.
  3. Maintains detailed notes of all code comments and rounds of review for each project that is reviewed.
  4. Uses checklists and forms DOB requires.
  5. Reviewing Neighbor Notification documents and technical objections per the code.
  6. Reviews for Insurance documentation exists for Adjacent and Adjoining Property
  7. DOB documentation software such as: ProjectDox, Accela, Parcel Mapper, Tertius, Certifi, Microsoft Office or other system(s) to perform day-to-day work duties.
  8. Maintains a comprehensive, current knowledge of district administrative building codes, and standards
  9. Attends any meetings or training as required by DOB.
  10. Provides exceptional customer service.
  11. Reviews application forms and submittals for completeness and accuracy.
  12. Informs customer of any needed revisions.
  13. Ensures initial application fees are paid, where applicable
  14. Inputs the application into the electronic permitting system.
  15. Determines the complexity of the application (i.e., job classification).
  16. Determines any development restrictions on the property.
  17. Determines required discipline reviews.
  18. Inputs hours worked daily at the end of the workday.
  19. Managers shall approve time on a weekly basis to ensure timely invoicing
  • They should have some experience with plan review and be able to review the history of the property, contact customers to follow-up on the status of the customer’s application, and resolve questions to ensure the application is correct and accepted.
  • Expert ability to read and interpret construction documents including, but not limited to construction plans, specifications, electrical, plumbing, structural and mechanical.
  • Ability and willingness to quickly learn new software programs and new technologies associated with assigned work tasks.
  • Ability to work well and establish positive working relationships with property owners, professional architects, engineers, contractors, public officials, fellow employees, and the general public in what can be, at times, adversarial situations.
  • Ability to communicate effectively both orally and in writing for the purpose of preparing and explaining changes that need to be made in a customer’s plans, preparing reports, and to provide testimony in court (as required), and speaking at trainings or conferences.
  • Effective and persuasive in oral and written communication when representing DCRA internally as well as to the public on complex plan review issues, concepts, and programs.
  • Professional knowledge of analytical, statistical, and evaluative methods, as well as techniques that can be used to measure and evaluate program performance and success, as well as identify new opportunities for program improvements.

Education/Certification:

Individuals must possess one (2) year of specialized experiences equivalent to at least the grade 12 level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skill, and abilities to successfully perform the duties of the position to include reviewing residential building plans, conducting inspections, reviewing project plans, blueprints, drawings, and other construction documents; or performing similar work. Engineering experience is a plus.
