Job Description:

The program manager (PM) is responsible and accountable for managing overall program performance to include cost, schedule, compliance with all task order and technical requirements, and conformance with all contract and task order provisions. The PM will provide overall leadership and guidance for all contractor personnel assigned to the program including assigning tasks to contractor personnel and supervising on-going technical efforts, and will provide overall contract stakeholder management including communications, reporting, and problem resolution. The PM will be responsible for the quality, efficiency, and profitability of the program, including both technical issues and business processes. The PM will have the authority to make decisions for the contractor's organization in response to Government issues, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic, and resource limitations issues.

Required Qualifications:

  • A minimum of five years of experience within the last 10 years in the field of IT project management
  • A minimum of two years of experience as the program manager of a major enterprise infrastructure upgrade program implementing an emerging technology in support of a Department of War (DoW) customer
  • A minimum of two years of experience managing a program with multiple (minimum of 3), complex, and inter-related Communication or IT projects by way of a resourced and dependency-aware integrated master schedule (IMS) based on multiple, detailed work breakdown structures (WBS).
  • Recent, relevant experience with wireless and private mobile network infrastructure projects including implementing 5G technology
  • Possess a current Project Management Institute (PMI) Project Management Professional Certification and/or a current Program Management Professional (PgMP) Certification.
  • At least two years of continuous recent experience within the last five years managing Communication or IT projects with multiple task orders under Cost Plus constructs.
  • Effective oral and communication skills and ability to present and engage at a Government and Contract leadership level.
  • Knowledge of DoW or federal contracting regulations (FAR, DFARS) and acquisition processes
  • Experience with contract changes, Request for Equitable Adjustments (REAs), and proposal development
  • Coordination with Contracts, Legal, Supply Chain, and Subcontracts teams to include large (> $10 Million) purchases of software and hardware
  • Possess an active DoD Secret Clearance.
  • 25% or greater CONUS travel.
  • PM located in the Washington, DC commuting area with potential remote or hybrid work.

Desired Qualifications:

  • Possess a current ITIL certification.
  • A minimum of ten years of experience in the field of IT project management.
  • Experience identifying, assessing, and mitigating risks across the program lifecycle
  • Manage programs integrating distributed, real-time data transport solutions
  • Possess an Information Assurance Technical (IAT) II Level Certification.
  • EVM understanding or experience.

The likely salary range for this position is $147,292 - $199,278. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
