Join the U.S. Department of State, Bureau of the Comptroller and Global Financial Services, Office of Customer Engagement (CGFS/CE) and help shape the future of workforce development for a global organization. This position serves as a Program Manager, leading enterprise training initiatives that support the Department's worldwide financial management mission by delivering innovative learning solutions, fostering organizational excellence, and developing a highly skilled workforce.

Help
  • Leads and coordinates a multidisciplinary training delivery team by establishing priorities, assigning and balancing work, coaching employees, monitoring performance, and ensuring organizational goals, deadlines, and quality standards are achieved.
  • Plans, manages, and coordinates enterprise training programs by collaborating with leadership, stakeholders, and subject matter experts to deliver instructor-led, virtual, and online training that supports organizational priorities.
  • Evaluates the effectiveness of training programs by analyzing performance measures, assessing customer feedback, monitoring quality standards, and implementing process improvements that enhance performance and workforce development initiatives.
  • Develops and improves instructional programs by applying adult learning principles, collaborating with subject matter experts, designing engaging learning materials, and implementing innovative instructional methods that support learning objectives.
  • Provides strategic advice/recommendations to leadership regarding workforce development initiatives, improvements, resource utilization, and long-range training strategies while maintaining productive relationships with internal/external stakeholders

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
  • Experience leading or coordinating training programs by planning, implementing, and evaluating instructor-led, virtual, or online training to support organizational workforce development objectives.
  • Experience managing complex training or organizational projects by coordinating with stakeholders, subject matter experts, and leadership to develop, improve, or deliver programs that meet organizational priorities.
  • Experience evaluating programs or organizational processes by analyzing performance measures, identifying improvements, and implementing solutions to enhance program effectiveness and customer service.
  • Experience leading or serving as a senior advisor to a team by assigning work, coaching employees, resolving operational issues, and ensuring organizational goals and deadlines are achieved.

There is no substitute of education for specialized experience for the GS-14 position.
